Within the framework of execution of 2024 year Public Investment Budget, the Mayor of Kekem Council, Contracting Authority, Open National Invitation to tender in procedure of emergency for the Construction of a Storage Warehouse at kekem in Upper-Nkam division.
The consistency of these works is detailed in the bill of quantity and coast estimate and in the mail enclosed of unit prices.
The estimated cost of the operation following prior studies stand is 30 000 000 (Thirty millions) FCFA all taxes.
The works shall be in one (01) lot defined as follows: the Construction of a Storage Warehouse at kekem in Upper-Nkam division.
Participation in this tender shall be open on equal conditions to all Cameroon-based public works contractors.
Works subject of this invitation to tender shall be financed by the Public Investment Budget (PIB), exercise 2024.
The tender file may be consulted at plateform of ARMP, MINMAP or during working hours at the Private Secretariat of the Mayor of Kekem’s council upon publication of this invitation to tender notice.
The tender file can be obtained from the during working hours at the Particular Secretariat of the Mayor of Kekem Council, as soon as this notice is published against payment of a non-refundable deposit sum of 50 000 (fifty thousand) FCFA payable at Kekem municipal Treasury.
Each offer drafted in French or English and in seven (07) including the original and six (06) copies marked as such, should reach the Particular Secretariat of the Mayor of Kekem Council, not later than the 26/04/2024at 09 o’clock 00 p.m. They should carry the inscription:

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender is Three (03) months. The maximum execution time frame of the works is with effect from the date of notification of the notice to proceed of work.
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank
approved by the Ministry in charge of Finance featuring on the listing document 12 of the Tender File of an amount of 600 000 (six hundred thousand) FCFA and valid for thirty (30) days beyond the original date of the validity of the offers.
Under pain of being rejected, the Provisional bid bond required shall be produced in original.
Under pain of being rejected, the administrative documents required, must be produced in originals
or true certified copies by the issuing service or administrative authority in accordance with the special conditions of the invitation to tender. They must be delivered three (03) months before the submission of offers or three months after the launching of this national invitation to tender.
Bids shall be opened in one phase. The administrative, technical and financial proposals shall be opened on 25/04/2024 at 10 O’clock, local time by the Internal Procurement Commission attached to the Kekem council. This will be done at the Deliberations Hall in the presence of bidders or mandated representatives, who have a perfect knowledge of the bids.
1 Elimination criteria
It will be done in 03 stages:
- Verification of the conformity of the administrative file of each bidder;
- Technical verification of technically compliant offers;
- Verification of financial offers from companies whose offers have been recognized as technically qualified and administratively compliant.
a) Administrative Offer:
- Absence or non-compliance of an administrative document beyond the regulatory 48-hour deadline,
- Absence of bid security at the opening of offers,
- Falsified or non-authentic part.
b) technical offer:
- False declaration, falsified document;
- Failure to comply with 02 yes of the evaluation grid.
c) financial offer:
- Incomplete financial offer;
- Omission of the price of a quantified task in the offer.
2 Essential criteria:
- Presentation of offers;
- Previous company references;
- Organization and methodology;
- Site staff;
- Construction equipment;
- Planning and delivery time of works;
- Certificate of site visit signed on honor;
. Certificate of categorisation.
The Contracting Authority will award the contract to the Bidder whose offer has been evaluated as the lowest-priced and meets the required technical and financial capacities (Technical Note 70%), resulting from the so-called essential or eliminatory criteria.
Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
