Within the framework of the Execution of the 2024 Public Investment budget of the Toko Council, the Mayor of Toko council hereby launches a CONSULTATION FILE FOLLOWING AUTHORISATION N^O 04/ONIT/TC/TITB/2024 OF 26/03/2024

FORTHE CONSTRUCTION OF CATCHMENT AND SUPPLY OF WATER BY GRAVITY AT BWEME -MOBENGE

The works that are subject of the present tender consist of:  Preliminary works;

               Construction of Superstructures (catchments tanks treatment unit);

               Transportation and Distribution Network;

               Construction of stand taps;  Maintenance System.

The total estimated cost of all the project after preliminary studies is Forty Four million seven hundred and ten thousand (44 710 000) FCFA.

Participation in this Open National Invitation to Tender is opened to all the companies within the National Territory:

Works which formed the subject of this invitation to tender shall be financed by the Public Investment Budget (P1B) of MINEE, 2024 financial year through budget head (imputation) N^O . 58 32 138 01 641943 464211 851

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as sIjh7 ch the the council in Toko at the office of the Mayor's Secretariat, latest the 26/03/24 at 10:00 am local time against a receipt in three

(03) distinct envelopes which shall be labelled as follows:

                Envelop A : Administrative documents;(spiral bound with all pages numbered),

                Envelop B : Technical offer;(spiral bound with all pages numbered),

                Envelop C: Financial offer. (Spiral bound with all pages numbered).

These three (03) envelops will be put in a fourth one which shall be sealed and labelled imperatively as follows:

In case of any ambiguities or differences, only the original shall be considered authentic.

NB. An invitation to tender should be accompanied by an electronic support (USB flash) containing numeric version of the project with complete price and quantitative estimates in Excel.

The maximum execution deadline of the work shall be 03 (three) months from the date of issue of Service Order for the commencement of works.

Each bid shall be accompanied by a bid security worth of 2% of the project amount. Each bid must have a validity of 90 days with effect from the date of bids opening. The bid security must be issued by a renowned banking institution approved by the Ministry of Finance (see list in document No. 12 of this Tender File), and of an amount of eight hundred and ninety four thousand two hundred (894,200) FCFA. Administrative documents must be less than three months old and must not be signed after the date of submission of bids. Only originals or copies certified by competent authorities of administrative documents required must imperatively be produced. Bids which fail to comply with this requirement will be rejected.

The offers shall be opened phase. The administrative, technical and financial bids shall be opened on the 07/05/2024 at 10.00 a.m., local time by the Tender Board of the Contracting Authority in the Toko Council Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

EVALUATION CRITERIA:

The evaluation of bids shall be carried out in three stages:

  I ^st Stage: verification of the presence and conformity of each administrative document;

 2^nd Stage: Evaluation of the technical bids;  3 ^rd Stage: Analyses of the financial bids.

The criteria of evaluation shall be as follows:

i. Eliminatory criteria

They are especially:

     Absence of bid bond, or an administrative document,

     False declaration or forged document,

     A technical score of less than 70%,

     Non-respect of 2 essential criteria,

     Absence of quantified unit price,

ii.          Essential criteria

The evaluation of the bids shall be done on predefined technical criteria following the binary process ('Yes' or 'No'). The criteria relating to the qualification of candidates will indicatively be on the following:

The contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the Public Contracts Code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
