The Divisional Delegate of Public Contracts for the Mefou and Afamba launches on behalf of the Mayor of Awae Council an Open National Invitation to Tender for rural electrification of Essamintsang locality, in Awae Council, Mefou and Afamba Division

The services of this contract include:

• Building of a medium voltage power network.
• Construction of low and medium voltage power transformer
• Building of a low voltage power network.
• Other services

For this open tender the provisional cost is (thirty-nine millions four hundred thousands) 39 400 000 CFA Francs

Participation in this tender invitation shall be open to companies based in Cameroon.

The Bidding Documents may be consulted and obtained upon publication of this bid invitation at the Divisional Delegation of Public Contracts for Mefou and Afamba. The documents shall be obtained upon presentation of one recepissee testifying to the payment of a non-refundable deposit of XAF 65.000 (Sixty five thousand francs) payable to the Municipal Treasury of Awae.

The Bidding Documents may be consulted and obtained upon publication of this bid invitation at the Divisional Delegation of Public Contracts for Mefou and Afamba. The documents shall be obtained upon presentation of one recepissee testifying to the payment of a non-refundable deposit of XAF 65.000 (Sixty five thousand francs) payable to the Municipal Treasury of Awae.

Each tender, drafted in English or French in 7 (seven) copies, that is, 1 (one) original and 6 (six) copies labelled as such, shall be forwarded to the Divisional Delegation of Public Contracts for Mefou and Afamba, no later than the 26 April 2017 at 12 a.m., local time. Tenders shall be deposited against a receipt and shall be labelled as follows:

For a better appreciation of work has to carry out, it is envisaged the guided visit of tenderers is fixed all open day before the tender opening day to Awae

N.B: For the meeting place (See the recipient: Awae Mayor).

The maximum deadline for each execution of the works shall be three (03) months.

Each bidder shall enclose in their administrative documents a provisional guarantee of  XAF 788 000 (Seven hundred eighty eight thousand francs) issued by a first class banking institution approved by the Minister in charge of Finance.

Under pain of rejection, the provisional guarantee shall be obligatorily produced in its original dated not more than 3 (three) months.

For unsuccessful bidders, the provisional guarantee shall be released 30 (thirty) days after the bid validity deadline. For successful bidders, the provisional guarantee shall be released only after constitution of the definitive guarantee.

Under pain of rejection, the administrative documents required shall be produced in their originals or true copies certified by the issuing services, in accordance with the provisions of the Special Tender Regulations. The documents shall be dated at most 3 (three) months or must have been established after the date of publication of this bid invitation.

The duly signed and stamped bid in accordance with the specimen contained in the bidding package, shall state costs in XAF inclusive and exclusive of taxes.

The opening of bids shall be done in one phase on the 26 April 2017 as from 01 a.m., local time, by the Tenders Board of the Mefou and Afamba Division. Only bidders or their duly authorized and well informed representatives shall attend this session.

Bid assessment shall be based on the following criteria:

   13.1 Eliminatory criteria

-       false declaration or forged documents;

-       lack of complete administrative document;

-       non-compliance of Bid with the specifications of the Bidding Documents in accordance with the provisions of article 28 of the General Tender Regulations;

-       omission in the bid of a quantified unit price;

-       bid scoring less than 14 positive elements in the technical assessment;

-       Abandonment of projects of the past three years.

13.2.    Essential criteria

C- Equipment                                           04 points

Details of these essential criteria are specified in the assessment grid included in the Special Tender Regulations.

The contract will be attributed to the bidder presenting the least tender and for filling the technical capacities and administrative required.

To be attributed of two lots the bidder most presents two distinct groups of personal and two games of equipment’s.

The bids shall be valid for 90 (ninety days) with effect from their submission deadline.

     AMENDMENT TO THE BID INVITATION

The Divisional Delegate of Public Contracts for Mefou and Afamba reserves the right, if warranted; to subsequently amend this bid invitation.
