The work to be done consist of the supply of house equipment to the staff Quarter at the Regional Delegation of the Economy, Planning and Regional Development (MINEPAT) North West.
The estimated cost after preliminary studies Is 11,377,784 (Eleven Million, three hundred and seventy seven thousand seven hundred and eighty four) CFAF
The supply is in one lot.
Participation to this Invitation to Tender is opened to Cameroonian companies and business persons that proven experience in the field of general supplies and provided they are in complience with Camerian laws

The maximum dealine provided by the Delegated Contracting Authourity for the executlon of the works forming the subject of this Invitation to Tender is Ninety days (90) days.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry In charge of Finance end whose list is found in document N°. 07 of the Tender File, of an amount of (227 560 ) francs CFA) and valid for thirty (30) days beyond the date of validity of bids.
Under penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities(Senior Divisional Officer, Divisional Officers....) must imperatively be produced in accordance with the Special RegulationsoftheInvitationto Tender.
They must obligatorily notbeolder than three (3) months preceding thedateof submission of bids or may be established after the signature of the tender notice Any bid not in compliance with the prescriptions ofthe Tender File shall be rejected. This refers especially to the absence of a bidbond issued byafirst-ratebank approved by the Minister in chargeof Finance.
The bids shall beopened in a single phase. The openingofthe administrative documents, the Technical and Financial offers will take place on the 26/06/2020 ot 12:00 noon local time, in the conference hall of the regional Tenders' Board, by its competent Members. Only bidders'mayattendorbe represented by duly mandated persons of their choice and having agoodknowledgeoftheir files.
. Evaluation criteria
The bids shall be evaluated according to the main criteria as follows:
A. Ellminatory criteria
1.Deadline for delivery higher than prescribed;
2. False declaration or falsified documents;
3. Absence or insufficient bid bond;
4.A bid with the external envelope carrying a sign ormark leading tothe identification ofthe
bidder;
5.incomplete financial file;
6.Change of quantity or unit;
7.Non respect of 85% of essential criteria;
8. Non completion of any project before 2019 in the North West Region or suspended by MINMAP in 2020.
N:B For the absence or non-conformity ofan element in the administrative file, except the bid bond, the bidder shall be given 48 hours to produce the valid element else failure to do so, the file shall be automatically rejected.
B. Essential criteria
The evaluation of the technical offerswouldbebasedonthe criteria outlinedinthetablebelow.It shall be done in the following manner positive(YES)or negative(NO).

-Technical Evaluation.
The evaluationof these criteria would be done on a purely binary system:positive(YES)or negative (NO).Any negative response (NO)duringthe examination of the elimination criteria shall lead to the disqualification of the offer. Concerning the essential criteria, a minimum of six(06) on seven(07) positive responses would be needed for a bid to be retained for the financial evaluation.
- Financial Evaluation.
Onlytheprices of Bidders retained after the examination of the elimination andessential criteria shall be considered duringthis financial evaluation.Onlytheprices of the Unit Price List expressed in letters shall prevail over those in figures.
Acceptability of Offers.
Every bid should, in order not to be rejected, containa Caution Fee of two hundred and twenty seven thousand five hundred and sixty(227,560) Francs CFA issued by a bank recognized by the Ministry of Finance valid for a period of thirty(30) days beyond the date of validity of bidsas from the dateof deposit of the offer.
