Within the framework of the implementation of the activities of 'Contrat Plan' signed between the Government of Cameroon and SOWEDA, the General, Manager of the South West Development Authority (SOWEDA) hereby launches a render for the recruitment of a consultant to assist SOWEDA in securing the Obang Seed Multiplication Centre in Mamfe, South West Region. This tender follows the Request for Expression of Interest N° 003/REI/SOWEDA/CP/17 of 06/03/2017 published in Cameroon Tribune N° 11301/7500 of 08/03/2017 (Page 24).

The nature of the tender shah consist in recruiting a consultant to assist SOWEDA in securing the Obang Seed Multiplication Centre in Mamfe, South West Region as detailed in the ternis of reference that are provided below.

The total estimated cost of the assignment stands at FCFA 20 million (twenty million francs).

The present consultation shah be in 01 (One) Lot only.

Participation in this invitation ta tender is open to the following pre-qualified firms that were retained on the basis of Call for Expression of Interest N° 003/REI/SOWEDA/CP/17 of 06/03/2017:

The works which form the subject of this invitation to tender shah befinanced by the `Çontrat Plan Etat/SOWEDA 2016-2018' Budget: Line MINADERJBIP 2017.

Each bid, drafted in English or French, in seven (07) copies, including the original copy and six (06) copies labelled as such and sealed, should reach SOWEDA, not later than 10/05/2017 at 10 a.m. in a stamped envelope addressed to the General Manager of SOWEDA. The sealed envelope shall be labelled as follows:

"Restrieted National Invitation to Tender N° 006/RNIT/SOWEDA/SIT13/CP/17 of 31/03/20I7 for the Recruitment of a Consultant ta Assist SOWEDA in Securing the Seed Multiplication Centre in Obang, Mamfe — South West Region"
Any document poorly drawn up, not bound as per Article 24 of the Public Contracts Code or not
produced in seven (7) copies shah be rejected.
The bidder shah have to include in his tender a standard bid foret indicating costs exclusive of ail taxes and taxes included and execution deadlines.

If the bid is not in conformity with the provisions of this Notice and the Tender Document, it shah be rejected. Notably, the absence of the bid bond issued by a 1' degree banking institution approved by the MinistrY in charge of finance or the non-respect of the model documents attached to the Tender Document shah lead to the rejection of the bid.

Subject to being rejected, the administrative and financial documents required must be produced in originals or true copies certified by the issuing service in accordance with the Special Conditions of the Invitation to Tender.

These documents must not be eider than three (3) months preceding the original date of submission of bids or must have been established after the signing of the tender notice.

—In accordance with the prescriptions of this notice and tender file, an incomplete offer shah be declared inadmissible. This applies especially to the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in two phases. The administrative file and the technical offer shall be opened first followed by the opening of the financial offers of the bidder if it obtained the minimum required technical score.

The opening of the administrative documents and the technical offer shah take place on 10/05/2017 at 11 a.m. in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board.

Only the bidder can attend or be duly represented by a persan of its choice.

The opening of financial offers shall take place at the end of technical evaluation and shah concern the bidder if only it obtained the minimum score of 70 points on 100.

Main .Eliminatory Criteria Bids shah be rejected for:

• a) Absence of artadministrative document;
• b) False declaration or forged document;)
• c) Non-compliance with model bid
• d) Technical score less that 70/100
• c) Presence of financial information in the administrative or technical bid.

 Essential Criteria for Evaluation of Bids

 Method of Selection of Firrn

The firm shall be retained by the method of combination of the technical and financial marks, in conformity with the procedure laid down in the Tender Document:

• Technical Weight: 60%
• Financial Weight: 40%

The contract shah be awarded to the bidder with a higher score, in accordance with the following formula

N = 60 x Technical Score as) + 40 x Financial Score (Fs)  100

The financial score (Fs) is obtained as follows:

Let Fm = minimum financial proposai. Its financial score is equated to 100 points. The other bidder's financial score (Fs) will be processed as follows:

Fs = 100 x Fm

Where Fm= amount of minimum financial proposai; and F = amount of the proposai being evaluated.

The contract shah be awarded on the basis of the best offer using a combination of technical and financial criteria, to the firm that scores highest with respect to Article 15 above.

The bidder shah be bound by its bids for a period of 90 (ninety) days with effect from the date of submission of bids.
