Within the framework of the Public Investment Budget 2017, The South West Regional Delegate of Public Contracts hereby launches anOPEN NATIONAL INVITATION TO TENDER (BY THE EMERGENCY PROCEDURE) FOR THE REALISATION OF A POTABLE WATER SUPPLY PROJECT IN KIE (PHASE II).

The works comprise notably:

• Site installation
• Rehabilitation of storage 30m3 tanks and treatment station
• Construction of the second phase of pipeline
• Construction of stand taps and security valves

The estimated cost after preliminary studies is Eighty four million (84,000,000) FCFA for (PHASE II).

The works is in one lot 

Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities.

Supplies which form the subject of this invitation to tender shall be financed by PIB 2017,budget head No                               ........ Record No,

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach room 1 _Nof,R,e9, tonal Delegation of Public Contracts Office Buea not later than 24/04/2017 at 09 a.m local time and should carry the inscription:

FOR THE REALISATION OF A POTABLE WATER SUPPLY PROJECT IN KIE (PHASE II).

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, and of an amount of One million six hundred and eighty thousand (1680 000) FCFA which is valid for Ninety (90) days beyond the date of validity of bids

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender.

They must obligatorily be not eider than three (03) months preceding the date of submission of bids or may be established after the signature of the tender notice.

Any bid not incompliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

The bids shall be opened in a single phase.

The opening of administrative documents and the technical and financial bids on 24/04/2017 at 10 am prompt local time by the SOUTH WEST REGIONAL TENDERS BOARD situated at the Conference Hall of the Regional Delegation of MINMAP, in the MINEPAT Building.

Only bidders may attend or be represented by a duly mandated person. 

Eliminatory criteria They are especially:

• Absence of bid bond, or an administrative document,
• False declaration or falsified document,
• A technical score of less than 70%,
• Absence of an attestation of site visit signed by the South West Regional Delegate of MINEE,
• Absence of quantified unit price,
• Absence of experience in the realisation of water works

Essentiel criteria

The contract shah be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file,

Bidders will remain committed to their bids for 90 deys from the deadline set for the submission of bids.
