Within the framework of the Public Investment Budget 2017, The South West Regional Delegate OF Public^. Contracts hereby launches an Open National Invitation to Tender (By the Emergency Procedure) FOR THE CONNECTION OF HORTI-FLORAL INSTITUTE, BUEA TO THE ELECTRICITY NETWORK.

The works comprise notably:

• Aerial Medium Voltaze (MN") network 30KV:
• Supply and installation of Equipment Poste:
• Aerial lot\ voltage f LV) network

The estimated cost after preliminary studies is SIXTEEN MILLION NINE HUNDRED AND THIRTY THOUSAND FIVE HUNDRED AND EIGHTY SEVEN (16 935 587).

Participation in this invitation to tender is open to all registered Cameroonian enterprises. with the necessary technical, financial and legal capacities.

Works which form the subject of this invitation to tender shall be financed by PIS 2017, budget head No 5194709071100002209337, Record No G428819.

The file may be obtained from the Regional Holigation of Public Contracts Buea, Door N 03, Ter 233 32 32 39,¹233 32 32 45 as soon as ibis nolicc is published against payment of the sum of twenty thousand (20 000) CFA francs, payable at the Buea Treasury.

Each bid drafted in English or French in seven (7) copies includng the original and six (6) copies marked as such, should reach the Service of award Contracts. Regional Delegation of Public Contracts Office Buea not later than  24/04/2017  at 09 a m. local time in three copies carrying the inscription:

• Enveloppe A : Administrative Documents;
• Enveloppe B : Technical offer;
• Enveloppe C : Financial offer.

And the three (03) envelopes should be contained in a fourth bigger envelope with the titie:

The maximum execution timeframe provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is Two (02) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File and of an amount of Three hundred and thirty thousand francs (330 000) which is valid for Ninety (90) days beyond the date of validity of bids.

Under penalty of being rejected, only originels or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must irnperatively be produced in accordance with the Special Regulations of the invitation to tender.

They must obtigatorily be not older than three (3) months preceding the date of submission of bids or may be established alter the signature of the tender notice.

Any bid not incompliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

The bids shall be opened in a single phase.

The opening of administrative documents and the technical and financial bids  on 24/04/2017 at 10 am prompt local time by the SOUTH WEST REGIONAL TENDERS BOARD situated at the Conference Hall of the Regional Delegation of MINMAP, in the MINEPAT Building.

Only bidders may attend or be represented by a duly mandated person.

The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
