Within the framework of the Execution of the 2024 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN ^-11^- NATIONAL INVITATION TO TENDER for CONSTRUCTION OF A LOCKUP BUSINESS CENTRE IN EKOK TOWN

The works comprise notably CONSTRUCTION OF A LOCKUP BUSINESS CENTRE OF 09 STORES 01 37.35m*5.65m IN EKOK TOWN. This involves the realization of the tasks outlined in the bills of quantities and cost estimates and elaborated in the special technical clauses comprising notably:

LOT - 1: PREPARATORY WORKS AND STUDIES

LOT - 2: EARTHWORKS LOT - 3: FOUNDATION

LOT - 4: ELEVATION (without plastering)

LOT- 5: ROOFING

The estimated cost alter preliminary studies stands at: Fifteen million francs (15,000,000) FCFA

The works which are subject of this invitation to tender is single lot.

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical, financial and legal capacities and who are not under suspension by the authority in charge of public contracta.

Works which formed the subject of this invitation to tender shall be financed by the 2024 Investment Budget of the South West Regional Assembly through Budget Head (Imputation) N° 220150

The tender file shall be consulted during working hours at the SOUTH WEST REGIONAL ASSEMBLY, precisely at the Cabinet of the President of the SOUTH WEST REGIONAL ASSEMBLY (SWRA) as soon as this notice is published.

The tender file may be acquired from the SWRA at the President's cabinet as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the south west regional assembly (SWRA) Treasury bearing the amount of fifteen thousand francs (15 000) FCFA. Such a receipt shall identify the concerned bidder

Each bid drafted in English or French shall be presented in seven (07) copies including the original and six [06) copies marked as such. These shall be submitted in one sealed packet containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The opening of the bids in one phase shall be done on 16Mai 2024 at 11:00 am prompt local time in the Conference Hall of the REGIONAL ASSEMBLY by the REGIONAL ASSEMBLY INTERNAL TENDERS BOARD.

Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity.

14.2. Main qualification (essential) criteria: The evaluation of the bills shall be done on predefinedi technical criteria following the binary process ['Yes' or 'No'). The criteria relating to the qualification of candidates will indicatively be on the following:

General Presentation, compliance with the model hid;                                                                     I

-     Financial capacity; 10 million

-     Experience (references) of the enterprise;

-     Company turnover 15 million

-     Personnel to be mobilized

-     Material and essential equipment put at the disposal of the project;

Methodology, organization of the site and relevance of proposed solutions

The jobbing order shah be awarded to the bidder whose bid is in conformity with the dispositions of the tender' file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shahbe awarded to the bidder with a satisfactory technical score and the lowest financial offer.

The bidders shah remain committed to their offers/bids for a period of ninety (90) days from the deadline sel for the submission of bids.
