Within the framework of the Execution of the 2024 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR CONSTRUCTION OF A WATER SCHEME AT NJUINYUE

VILLAGE, NGUTI SUBDIVISION IN KUPE MUANENGUBA DIVISION

The works that are subject of the present tender consist of:

Mobilisation and site installation

Construction of catchment

Construction of sedimentation and filtration unit

Construction of a storage tank

Pipeline network

Installation of stand taps

The total estimated cost of all the project alter preliminary studies is Twenty-four million two hundred and ninety-six thousand (24,296,000) FCFA

The works of this tender constitute one (01) lot.

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.

Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2024 financial year through budget head (imputation) N°. 220150

The file may be obtained from the same address above as soon as this notice is published against payment of the sum of twenty thousand (20 000) FCFA, payable at the South West Regional Assembly Treasury

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the Cabinet of the (If Regional Executive Council,

first floor of Regional Assembly Building not later than 16 Mai 2024 at 10.00 a.m., local time in three
(03) distinct envelopes which shah be labelled as follows:

-          Envelop A : administrative documents;

-          Envelop B : technical offert,

-          Envelop C: financial offer..

These three (03) envelops shah be in a fourth envelope, sealed and labelled imperatively as follows:

The maximum execution deulline of the work shall be 03 (Three) months from the date of notification of Service Order for the commencement of works.

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate financial establishment approved by the Ministry in charge of finance, (see list in document No. 11 of this tender file), and of an amount of Four hundred and eighty five thousand nine hundred and twenty (485,920) FCFA and valid for thirty (30) days beyond the date of validity of bids.

Bid bonds for unsuccessful bidders shah be withdrawn not later than fifteen (15) days after the award of the Jobbing order and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The opening of the bids in one phase shall be done on 16 MAI 2024 at 11:00 am prompt localtime in the Conference Hall of the REGIONAL ASSEMBLY ny the REGIONAL ASSEMBLY INTERNAL TENDERS BOARD.

Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity

• Absence of bid bond,
• False declaration or forged document,
• A technical score of less than 70%,
• Absence of quantified unit price
• Incomplete administrative document after 48hrs of bid opening,

ii.       Essential criteria

• General Presentation, compliance with the model bid.
• Methodological approach and relevance of proposed solutions; References of the bidder (experience of at least three (03) years in similar works)(attach proof)
• Availability of material and essential equipment
• Experience of key supervisory staff
• Financial capacity, Twelve million (15 000 000FCFA);
• Company Turnover fifteen million (20 000 000) fcfa
• Deadline of execution

The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded te the bidder with a satisfactory technical score and the lowest financial offer.

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids
