Within the framework of the Execution of the 2024 investment budget of the South West
Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR THE CONSTRUCTION OF ONE SOLARPOWERED BOREHOLE WITH OVERHEAD TANK AT THREE-CORNERS NWASSAHNWAMETAW, ALOU SUBDIVISION IN LEBIALEM DIVISION OF THE SOUTH WEST REGION
The works that are subject of the present tender consist of: Preliminary works;
Drilling works;
Design-Cleaning and Development-Pumping test; Superstructure ( tower, water tank of 5000L and fence) installation Solar panel & solar pump;
distribution system ( stand taps)
Maintenance System.
The total estimated cost of the after preliminary studies is twenty million 20,000,000) FCFA, with imputation 220150
The works subject of this tender are in a single lot.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.
Works which form the subject of this OPEN NATIONAL INVITATION TO TENDER shdll be financed by Regional Assembly 2024 Investment Budget. Imputations: 220150

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the Cabinet of the President of the Regional Executive
Council, first floor of the Regional Assembly Building not later than 16 MAI /2024 at 10.00
a.m., local time in three (03) distinct envelopes which shall be labelled as follows:

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, thh 16 Mai /2024 at 11.00 a.m., local time by the South West Regional Assembly Internal
Tender's Board in the conference hall. In the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
Eliminatory criteria
Absence of bid bond;
False declaration or falsified documents;
Omission of a quantified task on the bill of quantities and cost estimates; Incomplete administrative documents after 48hrs after bid opening; Non satisfaction of at least 70% of the main qualification criteria.
i. Essential criteria
- General Presentation, compliance with the model bid.
- Methodological approach and relevante of proposed solutions;
- References of the bidder (experience of at least three (03) years in similar works) (attach proof)
- Availability of material and essential equipment
- Experience of key supervisory staff
- Financial capacity, Twelve Million (12 000 000FCFA);
- Turnover, Access to credit or other financial sources Twenty Million (20.000.000 FCFA);
- shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordante with article 99(a) of the public contracts code. That is, it shah be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
