ln its quest for performance in order to contribute to the socioeconomic development of Cameroon, the Agency has opted for a proactive regulation of public procurement procedures. This approach essentially aims at evaluating the quality of Tender Files (TF) and Tenders Analysis Reports (TAR) in view of taking adequate corrective measures, where necessary, before the opening of bids and award of the contract, respectively.
lndeed, the ARMP open and multiplatform integrated management system of public contracts, Pridesoft, reveals that the majority of bidders' petitions are related to these two documents, with many cases leading to relaunching and cancellation of the procedures, which impacts very negatively on deadlines.
Also, potential bidders continue to suffer from the absence of a TF in spite of the publication of the Tender Notice (TN) and the payment of related purchase fees.
Moreover, in a bid to improve on the award of public contracts, for TN and their results (decisions and releases) that are transmitted to ARMP to be published in the Public Contracts Journal, it is recommended that a copy of the TF for sale and of the adopted TAR be respectively attached to them.
lt shall be recalled that, pursuant to Decrees No. 2044/275 of 24 September 2004 to institute the Public Contracts Code and No. 2012/074 of 8 March 2012 on the setting up, organisation and functioning of Tenders Boards, the transmission deadline of those documents to ARMP is seventy-two (72) hours from the date of validation.
The Agency counts on each Contracting Authority to do its best to improve on the performance of the national public contracts system.
