Bids will be opened on the 26/06/2020 at 11:00 AM in the MBENGWI COUNCIL Hall, by the  MBENGWI COUNCIL Internal Tender'sBoard, In the presence of the bidders or their mandated representatives with full knowledge ofthefilesif they so desire.
The bids will beevaluated exclusively ofvalue added tax (VAT) and all taxes inclusive (AT) and accompanied by a signed model submission.

Evaluation criteria
The bids shall be evaluated according to the main criteria as follows:
A. Eliminatory criteria
1. -Deadline for delivery higher than prescribed;
2. -False declaration or falsified documents;
3. -Absence or insufficient bid bond;
4. -Omission of aunit price in the financial bid;
5.-scorelessthan 6/7of essentialcriteria
B. Essential criteria
1- General presentation of the tender files;
2- Financial capacity;
3- References of the company in similar achievements;
4- Catalogue of equipment in colour Including specifications and references
5- Equipment
6- Draft jobbing odder duly filled initialed in all pages signed and dated on the last page.
7- Wrong calculations in the financial offer

This evaluation will be done ina purely positive way (yes) or negative (no)with an acceptable minimum of 6/7 ofthe essential criteria taken in account.
The contract will be awarded tothe bidder whowould have proposed the offer with the lowest amount( total without taxes), in conformity withthe regulations ofthe Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 6/7 of the essential criteria.

The bidder Is bound by his bid for a period of thirty(30) days with effect fromthe deadline fixed for the submission of the bids.
