Within the framework of 2024 state Budget, the state represented by the Mayor of Kumbo Council, CONTRACTING AUTHORITY, hereby launches an Open National Invitation to tender for the above works. Works effectively consist on the execution of earthworks and hydraulic works as well as the pavement with cobblestones of part of the carriageway of the selected road section. They are to be realised on the strategic access road designated below: ROAD SECTION: "KOMBAN STREET". Lengths: Main road = 0.725 km, Slip road = 0.1 km, Total: 0.725 + 0.1 = 0.825 km; Widths: carriageway = 5m; platform = 8m.

Works under this tender invitation are constituted of the execution of earthworks and hydraulic works as well as the pavement with cobblestones of some carriageways among the selected road sections. These works shall involve the following tasks:

 The bringing up and the installation of heavy machines and equipment;

 The demarcation and the picketing of working areas;

 The clearing out of the right of way and rubble cut;

 The topographic survey and levelling of the road alignments;

 The setting up of the platforms; carriageway = 5m, platform = 7 to 8m;

 The grading and compaction of the carriage-way and shoulders with creation earth ditches;  The strengthening of the bearing course with a sub-base layer of lateritic gravel, th.= 5cm;  The putting in place of hydraulic works ensured by reinforced concrete ring culverts;

 The supply and putting in place of blocking blocks, style T1;

 The laying down of a bed of 23cm thick well compacted aggregates composition (sand and gravel) as basement floor;

 The supply and putting in place of 12cm thick interlocking cobblestones in concrete;

 The mobilisation of youths and reinforcement of their capacity;

 The taking in account of environmental sustainable development;

 The restoration of damaged road networks and urban facilities;

 Any other task needed for the conducive realisation of works.

The estimated cost of the work is of 70 000 000 FCFA

Participation in this invitation to tender shall be open to all Cameroon-based public works companies.

The tender documents may be purchase at the Services of Contracts award at the Kumbo council, upon presentation of a receipt of payment into the Kumbo municipal treasury of a non-refundable fee of seventy-five thousand (75 000) francs CFA. The said receipt must identify the payer as representing a consulting firm willing to participate in the tender.

PRESENTATION OF BIDS: Tenders shall be divided into three volumes and submitted in a simple envelope as follows:

• Volume 1 : Administrative documents;

• Volume 2: Technical proposal;

• Volume 3: Financial offer. All the constituent documents (volume1, 2 and 3) shall be enclosed in a large and sealed outer envelope bearing only the subject of the tender concerned. The different documents of each bid shall be numbered in keeping with the order indicated in the tender file and separated by coloured dividers.

-SUBMISSION OF BIDS: Drafted in English or French and in SEVEN (7) including one (1) original and SIX (6) copies, labelled as such, bids shall be submitted in a sealed envelope and against a receipt at the Contract’s Service of the Kumbo council, no later than the at 10 a.m. They shall bear the following:

“TO BE OPENED ONLY AT THE BIDS OPENING SESSION”

The maximum deadline provided for by the CONTRACTING AUTHORITY shall be one hundred and twenty (120) working days, (04 MONTHS) from the date of the notification of the service order for works to start.

The bid shall be submitted with a bid bond of one million four hundred thousand (1,400 000)) delivered by a banking institution recognized by MINFI and COBAC in the form provided in the special tender regulations. The bid bond shall remain valid 90 days after submission of the bids. Subject to rejection, the provisional guarantee shall be obligatorily produced in its original and dated not more than three (03) months. For unsuccessful bidders, the provisional guarantee shall be released not later than 15 (fifteen) days after the expiry of tender validity. For successful bidders, it shall be released only after the definitive guarantee has been constituted.

Under penalty of rejection, the required administrative documents must be produced in originals or certified copies confirmed by the issuing or competent services, as the case may be, in accordance with the indications of the SRIT (RPAO). They must be dated not more than three (03) months from the opening of the envelopes, or, established after the date of publication of the tender notice.

The administrative documents, the technical and financial proposals shall be opened on the 03rd May 2024 at 11 am prompt, local time, by the Kumbo Council Internal Tender’s Board in the presence of bidders or their representatives. All Bidders may attend the opening session or each has to make himself represented by one person of his choice (even in the event of a joint-venture) with sound knowledge of his file.

ASSESSMENT BIDS: The bids shall be evaluated according to the main criteria as follows: 13.1 ELIMINATORY CRITERIA:  Absence of bid bond

 Absence or non-conformity of a document in the administrative file after 48 hours

 Deadline for delivery higher than prescribed;

 False declaration, forged or scanned documents;

 A bid with the external envelope carrying a sign or mark leading to the identification of the bidder.

 Two Bids with the same personnel

 Incomplete financial file.

 Technical assessment mark lower than 75% of “Yes”.

The contract shall be awarded to the lowest bidder, complying with the technical and administrative requirements.

The tenders shall be valid for 90 (ninety) days with effect from the submission deadline.
