Within the framework of the PUBLIC INVESTMENT BUDGET 2024, Th-c Mayor of MUYUKA COUNCIL, Contracting Authority, on behalf of the Minister of Water Resource And Energy, hereby launches an Open National Invitation to Tender FOR TIilE EXTENSION OF A 3-PHASE (250 KVA) ELECTRICITY FROM BOCOM PETROL STATION TO BA l

The works comprise in a nutshell:

 Construction of a MV three phase line,

Construction of three phase transformation substations equipped vith translbmicrs I

 Construction of three phase LV line with preassembled aluminum cable

 Environmental impact notice

 Sundry expenses.

The tender is open to duly legalized Cameroonian enterprises that, fulfill the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2024 financial year; Budget Head N^° 58 32 137;01 641938 523415

The complete tender file may be obtained from the same addre^lss above as soon as this notice is published against payment of a non-refundable sum of due Hundred Thousand (100,000) FCFA, payable at the Muyuka municipal treasury between (7:30am to 3:30pm).

Each bid drafted in English or French in six (07) copies including the original and five  copies marked as such, should reach the MUYUKA COUNCIL. against a receipt not later than 26/04/2024 at 8am  focal time in three (03) distinct envelopes which shal I be labeled as follows:

The maximum period provided for the execution of the wôrks is fixed at three (03) months. from the date of issue of Service Order for the commencement of works.

Each bidder must include in his/her administrative documents ^{i 1} bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC

(Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of One Million (1,000,000) FCFA with a validity period of ninety (90) days from the date the bids are opened.

The bids shah be opened in a single (0l)phase. The opening of the administrative,
technical and financial files shah be opened on iAk-/nifi-/2024 at1:00C4sm local time by the

MUYUKA COUNCIL INTERNAI, TENDER'S BOARD of the Contracting Authority in the
MUYUKA COUNCIL Conference Hall, in the presence of the lidders or duly authorized representatives having full knowledge of the file (power of attorney)

EVALUATION CRITERIA:

The evaluation will be based on pre-defined criteria, which will be scored on a total of 50Yes. These criteria are presented according to headings, as follows:

• Eliminatory criteria

Non-compliance of administrativc documents

- False declaration or falsified documents

Antecedents of non-execution of contract or pending disputes

Technical mark below 70% Yes

Incomplete technical or financial file

The contract should be awarded to the bidder with the least financial offer having the
technical and administrative files which are conformity with the tender document/file.

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
