Participation in this tender shall be open on equal conditions to al! Cameroonian-based public works contractors.

The maximum exécution deadiine provided by the project owner for the exécution of works subjects of this tender shall be tree (03) months

Each bidder shall include an administrative file comprîsing a provîsional guarontee îssued by a well- estoblished bank, approved by the Mînlstry in charge of finance and whose list features in Document 11 of the Tender File with a validity perlod of 30 (thirty) days beyond the original date of validity of bids to the tune of an amount which shall stand as incacated in the table above.

Any other required administrative documents must be produced as original documents or photocopie certified as authentic by the issuing authorities (Senior Divisional Officer, Divisional Officer) in occordance with thj spécial conditions of this invitation to tender, withîn the last three months or in course of validity, according to tht listing provided for in the spécial régulations of the tender, otherwise they shall not be accepted.

Bids shall be opened in one phase. The administrative, technical and fînancial bids shall be opened on the 13/05/2024 at 11.00 am local time by the Divisional Tender's Board in the presence of th( bidders or their duîy authorized représentatives having full knowledge of the file.

1. Eliminatory criterîa

Bids shall be eliminated according to the following criteria:
a) Absence of the bid bond at the opening of the bids
b) Absence or non-compliance of a part not regularized within 48 hours;
c) Outer envelope bearing the identification of the tenderer;
d) Any false or misleading statement noted in the file;
Technicol offer
a) False déclarations;
b) Falsified documents;
c) Incomplète technical file;
d) Non-existence of the "organization, methodology and planning" section;
e) Non-compliance wîth at least 17 criteria out of the 23 retaîned
Financîal offer
a) Absence of a pîece from this volume;
b) Absence of o unît price in the financîal offer for an item where quantities are defined;
c) Absence of a sub-detail of a quantified price.
Essential criteria (33 criteria)
The évaluation of technical offers will be made according to the binary System (yes/no) on the basls of the essential qualification criteria below:
a) financîal capacity (1 criteria);
b) Company references (6 criteria);
c) Construction equipment to be mobîlized (5 criteria);
d) Company management personnel (4 criteria);
e) Technical proposai (3 criteria);
f) lllustrative site vîsit report (2 criteria);
g) Présentation of the offer {2 criteria).
To be declared technically compilant, each offer must have satisfied ail the eliminatory criteria ond obtained at least 17 of the 23 qualification criteria (70% yes) lîsted below, evcluated in accordance with the Technical Offer Rating Grid.NB. SEE THE EVALUATION GRID IN THE ANNEX DOCUMENT OF THIS BID

The bidder with the lowest evaluated financial bid and completing ail technical capabilities required resultîng of criteria considered essential and qualifying DAO bid will be awarded the contract.

Bidders will remain commifted to their offers for ninety (90) doys from the deodline for submission of tenders. Tenderers are bound by their tenders.
