The General Manager of the Special Council Support Fund for Mutual Assistance (FEICOM), Contracting Authority, hereby launches an Open National Invitation to tender for the realization of page make-up and editing of the 2016 Annual Report of FEICOM.
The technical characteristics of the said services shall be specified in the tender file.
The services involved in this Invitation to tender concern the collection of the articles and iconographic elements to constitute the annual report, its designing and its editing.
The estimated cost for this service shall be set at CFA F 35 000 000 (thirty five) million TI.

The services involved in this Invitation to tender shall be funded by the budget of the Special Council Support Fund for Mutual Assistance (FEICOM) on line 67-01-130 « Publications» 2017 financial year.

Each bid drafted in English or in French in seven (7) copies including one (1) original and six (6) copies labelled as such, should reach in a sealed envelope at the Mobilization of Financial Resources, Accounting and Assets Management Department (Contracts and Supply Service), situated at FEICOM’s Head Office in Yaounde (Mimboman), latest on 08 MAY 2017 at 13 :00 p.m. prompt and should be labelled as follows:

The deadline provided by the Contracting Authority for the realization of the services involved in this invitation to tender shall be 40 days with effect from the date of the issuing of the «O.K. to print».
Each bidder should include in their administrative documents, a bid bond of CFA F seven hundred thousand (700 000) issued by a bank or an insurance company of 1st rank approved by the Ministry in charge of finance and of which the list feautures in document 11 of the tender file (DAO), of the amount herein below and valid for 60 days beyond the deadline of the validity of bids.
Admissibility of bids
Under the pain of rejection, the administrative documents required including the bid bond should absolutely be produced in originals or in certified true copies by the competent authority of the administrations concerned. They should be dated not more than three (03) months.
Bids reaching the Mobilization of Financial Resources, Accounting and Assets Management Department (Contracts and Supply Service, Room) after the date and deadlines shall be inadmissible.
Any bid non compliant with the prescriptions of the Invitation to tender shall be declared inadmissible and shall lead to the outright rejection of the same without any appeal whatsoever.

Opening of bids that shall be in two phases, the opening of the administrative and technical bids shall take place in the first phase, followed in the second phase by the financial bids of bidders having obtained the minimum technical score required
Opening of administrative documents and technical bids shall take place on 08 MAY 2017 at 14 :00 p.m. prompt by the Internal Tenders Board of FEICOM in the Conference Room of the Mobilization of Financial Resources, Accounting and Assets Management Department.
Only bidders may attend this opening session or be represented by a duly mandated person of their choice.
That of financial bids shall take place at the end of the technical analysis and shall only concern bidders having obtained the minimum score of 75%.

Any submission not having obtained a cumulative percentage of 75% shall not its financial bid examined.
NB : The detail evaluation scale is annexed to the Invitation to tender.
The contract shall be awarded to the bidder fulfilling the following conditions:
The bid shall be on the essential compliant with the Tender file; the bidder is qualified following the provisions of article 13. The bid shall be the lowest bid chosen among those having obtained a cumulative percentage of 75%;
The bid shall at best fulfill the required technical and financial conditions (quality-price ratio). Lastly, the lowest bid should meet the skills and quality criteria sought for by the Contracting Authority to chosen.
Bidders shall remain committed by their bids for ninety (90) days with effect from the deadline set out for the submission of bids.
