The Mayor and the Saa Municipality, contractor, invite bids for the works to rehabilitate the agricultural roads: P1 (the main roads of Ekombite – Song Obama – Lekoubek), P2 (Ekombite – Song Obama – Lekoubek) and P3 (Lekie Asi - Nkolbogo I Junction) in the Saa Municipality, Lekie Division, Centre Region.

The works, subject of this bid, contain the following operations:

• Installation of the roadwork site
• Clearing of of the roadsides
• Cutting of trees
• Putting in place the platform, including the creation and cleaning out of pits and outlets
• Cleaning out of the existing and transversal hydraulic structures

Services forming the subject of this invitation to tender shall be financed by the MINASANTE Public Investment Budget, fiscal year 2017. The estimated cost of the operation following prior studies stands at thirty millions (30.000.000) CFA francs.

Participation in this invitation to tender is open to any building firm settled in Republic of Cameroon and justifying technical and financial capacities for the realization of the works, object of the present call for tenders.

Services forming the subject of this invitation to tender shall be financed by the MINASANTE Public Investment Budget, fiscal year 2017. The estimated cost of the operation following prior studies stands at thirty millions (30.000.000) CFA francs.

The tender file may be obtained from the SAA MAYOR’S OFFICE as soon as this notice is published against payment of a non-refundable sum of sixty thousand (60.000) CFA Francs payable at the SAA council treasury.

 1.  PRESENTATION OF OFFERS

The documents including offers shall be presented in tree volumes containing closed envelop as following:

-  A envelope containing administrative documents; (volume A)

-  B envelope containing the technical offer (Volume B)

-  C envelope containing the financial offer (Volume C)

All those offers shall be presented in one closed envelope containing tender’s mentions as indicated

Each offer drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the SAA MAYOR’S OFFICE latest 27 April 2017 at 11 AM prompt, and should carry the inscription:

“OPEN NATIONAL TO TENDER”

TO BE OPEN ONLY DURING THE TENDERS OPENING SESSION

The execution deadline sets by the project owner is ninety (90) days. This period includes the supply of, rainy season, weather and some other factors with effect from factors with effect from the day of work’s notification; signing’s contract.

Each bidder must include in his administrative documents, a bid bond issue d by first rate-bank approved by the Ministry in charge of finance featuring on the list of 15 of the tender file of an amount of seven hundred thousand (600.000) CFA and valid for thirty (30) days beyond the original date of the validity of the offers.

    CONFORMITY OF OFFERS

Under risk being rejected, the administrative documents required must be produced originals or true copies certified by the issuing service in accordance with the special conditions of the invitation to tender

The must be older than tree(3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.

THE Offers shall be opened in a single phase by the internal commission of public contract of SAA council on the 27 April 2017 at 12 AM.

Only bidders can attend or be duly represented by a person of their choice.

1. ELIMINATORY CRITERIA

a)      Incomplete or non-compliant administrative file

b)      False declaration or forget document

c)       Absence in the technical proposal of a column indicating the organization, planning and understanding of the project;

d)      Failure to score 80% essential criteria

e)      Absence of declaration of non-abandon chanter during the last three years;

f)        Omission of a quantified unit price from the price schedule;

g)      Non justified of the realization of the same work during the last three years

h)      Absence of a sub-unit price

2.       Essential criteria

Assessment of the technical proposal will be carried out on the basis of main criteria shared as follows:

a)      Experience of the main personnel

b)      The company’s references;

c)       The availability of the required equipment

d)      Execution methodology

The SAA’S MAYOR, Contracting Authority grants the contract to the applicant whose file, technically skilled, assessed appealing with the lowest bid deemed to be and substantially in accordance with the tender file
