Within the framework of the execution of the 2024 REGIONAL ASSEMBLY INVESTMENT BUDGET, THE PRESIDENT OF THE SOUTH WEST REGIONAL EXECUTIVE COUNCIL hereby launches an open national invitation to tender for THE CONSTRUCTION OF A PEDIATRIC CENTER AT THE BUEA REGIONAL HOSPITAL, FAKO DIVISION, SOUTH WEST REGION

The works comprise notably THE CONSTRUCTION A PEDIATRIC CENTER AT THE BUEA REGIONAL HOSPITAL, FAKO DIVISION, This building which comprises of a ground floor with 4 general wards with a capacity of 27 beds, a kitchen, kids play ground, medecin shop and 10 toilets and a nurse's station, the first floor comprises of 11 private wards with a toilet each, 3 externat toilets, kitchen, medecin shop, nurse's station and a reception room. This involves the realization o f the tasks outlined in the bills of quantifies and cost estimates and elaborated in the special technical clauses comprising notably:

Preliminary works;

Quality control;

Substructure - foundation;

Ground floor;

First floor;

Roof and roof - parapet;

Roofing;

Tilling and finishes;

- Joinery - aluminium - metal work;                  ,

Plumbering and sanitary installation;

Electrical works and air conditioning;

Telephone;

Fire protection.

The estimated cost alter preliminary studies is CFA Francs two hundred million (200,000,000) including taxes.

The works subject of this tender are in a Single lot.

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.

Construction which form the subject of this invitation te tender shah be financed by FEICOM Budget, 2023 financial year

The tender file be consulted during working hours at SOUTH WEST REGIONAL ASSEMBLY, precisely at the Cabinet of the President of the SOUTH WEST REGIONAL ASSEMBLY (SWRA) as soon as this notice is published.

The tender file may be obtained from South West Regional Assembly, Service of Contract as soon as this notice is published against payment of the sum of two hundred thousand (200,000) CFA francs, payable at South West Regional Assembly (SWRA) Treasury

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach Cabinet of the President of the SOUTH WEST REGIONAL ASSEMBLY

(SWRA) not later than   31/05/24  at 10 a.m. o'clock local time in three (03) distinct envelopes
 which shah be labelled as follows:

- Envelop A: Administrative documentsepiral bound with all pages numbered),

- Envelop B: Technical offer;(spiral bound with all pages numbered),

- Envelop C: Financial offer. (Spiral bound with all pages numbered).

These three (03) envelops will be put in a fourth one which shah be sealed and labelled imperatively as follows:

The maximum duration of execution provided by the Project Owner for the execution of the works forming the subject of this invitation to tender is seven (07) months from the date of notification of service order to start work

Each bidder must include in his administrative documents, a bid bond issued by a first-rate financial establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File and Each bid shah be accompanied by a bid security worth of 4 000 000 FCFA (2% of the project amount) which is valid for thirty [30) days beyond the date of validity of bids.

Bid bonds for unsuccessful bidders shah be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shah be retained until the required performance guarantee for good execution is provided.

The offers shah be opened in a single phase. The administrative, technical and financial bids shah be

opened on, the31/05/2024at 11.00 a.m., local time by the South West Regional Assembly Internai
Tender's Board in the conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

The opening of administrative documents and the technical and financial bids on 31/05/2024 at 11 a.m. o'clock local time by the SOUTH WEST REGIONAL ASSEMBLY Tenders Board situated at SOUTH WEST REGIONAL ASSEMBLY in BUEA.

Only bidders may attend or be represented by a duly mandated person.

The eliminatory criteria are the following:

¨       Incomplete administrative file 48hrs after bid opening;

¨       Absence of a bid bond

+     False declaration or forged document;

• Non-respect of least at 70% essential criteria;

¨       Absence of an environmentalist with the required qualification in the technical staff;

*        Absence of quantified unit price;

ii. Essential criteria

The criteria (assessed in a binary format) relating to the qualification of bidders shah indicatively be on the following:

¨             Experience of the enterprise (enterprise's references in road construction works);

¨             Key personnel/staff to be mobilised;

¨             Methodological note/organisation of the work site;

¨             Equipment put at the disposai of the project;

¨             Financial capacity (120 000 000 CFA francs)

¨             Company turnover 250 000 000fcfa

¨         Execution deadline

The contract shah be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordante with article 99(a) of the public contracts code. That is, it shah be awarded to the bidder with a satisfactory technical score and the lowest financial offer.

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of bids.
