Within the framework of rural electrification the General Manager of the Rural Electrification Agency hereby launches an open invitation to tender for the supply and installation of street lightening system using Photovoltaic energy in the locality of NDONKOL, Meyomessala Subdivision, Dja et Lobo Division, South Region.
The works subject of this contract includes all the description provided for in the cost estimate

The work is a unique lot:
Participation in this Invitation to tender is open to all Cameroonian enterprises of good morality, and which have clearly demonstrated adequate skills in the domain of photovoltaic solar energy, installation of solar panels and street lightening in rural zones. Participation of enterprises as group is also admitted and their leader designated in such a way that specific attribution of each member is well spelled out.
Works shall be financed by Investment Budget of AER of the 2017 financial year; Budget Head No. 220500.

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be two (02) months, as from the date of signature and notification of the contracts.
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 11 of the tender file of an amount of eight hundred thousand (800 000) CFA francs for and valid for thirty (30) days beyond the original date of the validity of the offers.

The bids shall be opened in twophase(s).
The opening of the administrative documents and the technical Bids shall take place on 9th/05/2017 at 3:00 o’clock pm, by the Tenders Board attached to the General Manager of REA in the Conferencehall at the Head Office in Nylon Quarter Bastos.
Only bidders may attend or be duly represented by a person of their choice.
First phase: opening and evaluation of Administrative documents and Technical Bids.
The evaluation of technical bids shall be done only for those Administrative documents which comply with the necessary requirements.
Second phase: Opening and evaluation on Financial Bids
Only Financial Offers of bidders who scored a technical mark of at least 80/100 of available marks shall be opened and analysed.
Financial offers which were declared acceptable upon examination of both the administrative documents and the technical bid shall be opened in the presence of bidders (or their representatives).
1. Eliminatory criteria:
1. Incomplete administrative, technical or financial documents ;
2. False declaration or false documents;
3. Technical mark below 80/100;
4. Bad services rendered or non-execution of contracts signed with AER,
5. Omission of a cost for a quantified post or quantitative and estimative details;
6. Insufficient prove of funds.
2 . Essential criteria
The admission criterion for the administrative documents is essentially based on verification of conformity with the administrative papers required.
The technical evaluation shall be based on pre-defined criteria, which shall be scored on a total of 5/5 of points. These criteria are split into the following:

The contracting authority will award the contract to the bidder, whose offer is considered the lowest, in compliance essentially with the specifications of the Invitation to Tender Document.
Bidders will remain committed to their offers for a period of sixty (60) days from the e deadline set for the submission of tenders.
