Within the framework of the campaign for the  implementation and material putting into service of solar kits in the central and/or external services throughout the national territory, the Director General of the National Social Insurance Fund hereby launches a National Open Invitation to Tender for the acquisition and installation of renewable (solar) energy supply in the Social Insurance Centres of Bafia, Sangmelima, Kumba and Nanga Eboko as well as the extension of the renewable energy supply in the Social Insurance Centre at Melen and in the Regional Directorate of the Centre-South-East in three (03) separate lots.

The works shall involve the acquisition and installation on each of the above mentioned sites, of a set of materials related to the effective implementation and/or extension of the energy supply system on the basis of solar poles (solar energy), in three (3) lots,  broken down as follows : :

In addition, the works will concern the preventive and curative maintenance during the period of guarantee. The supply to the Project Manager of test reports, technical instructions for the operation and maintenance of the equipment.

The estimated cost at the end of the priliminary studies of the works shall be thirty-four million five hundred and eighty-two thousand one hundred (34 582 100) FCFA (HT) broken down as follows:

 - nineteen million two hundred and forty-seven thousand five hundred (19 247 500) FCFA HT, i.e. twenty-two million nine hundred and fifty-two thousand six hundred and forty-four (22 952 644) FCFA, including taxes (TTC) for Lot 1;

-seven million eight hundred and sixty nine thousand (7 869 000) FCFA (HT), i.e. nine millions three hundred and eighty-three thousand seven hundred and eighty-three (9 383 783) FCFA, including taxes (TTC) for Lot 2;

-seven million four hundred and sixty five thousand six hundred (7 465 600) FCFA (HT), i.e. eight million nine hundred and two thousand seven hundred and twenty-eight (8 902 728) FCFA, including taxes (TTC) for Lot 3.

The works shall be subdivided into three (3) lots as follows:

Lot n° 1: The Social Insurance Cenres « CPS » of Bafia,Sangmelima and Kumba

Lot n° 2: The Social Insurance Centre « CPS » of Melen and the « DRCSE »

Lot N⁰ 3:   The Social Insurance Centre « CPS « of Nanga-Eboko.

Participation in this tender shall be open to companies operating under Cameroonian law and justifying proven experience in the field.

The works of this tender shall be funded by the  budget of the National Social Insurance Fund, 2017 financial year, budgetary head No. 7-2D2206 according to  programme 112.

The file shall be consulted during working hours at the Contracts’ Service Service at the 9^th floor, room 903 of the CNPS Head Office Building situated at the Independence Square, upon publication of this notice to tender in the Contracts Magazine.

Acquisition of Tender File

The file shall be obtained at the place indicated above, upon publication of this notice, against payment of a non-refundable sum of 60 000 (sixty thousand) francs CFA in the Special Account CAS-ARMP No.  335988 opened in BICEC branches.

During withdrawal of the file, bidders shall get themselves registered and leave their full address (P.O Box number and telephone contacts.

The deadline scheduled by the Project Manager for the execution of the works of this Tender shall be  six (6) months for  Lot 1, three (3) months for Lot 2 and three (3) months for  Lot 3.

Each bidder shall attach to his administrative documents, a bid bond established by a first class bank approuved by the Ministry of Finance and whose list features in document 12 of the Tender Document.

Lot 1 : four hundred and fifty nine thousand and fifty three (459 053) FCFA ;

Lot 2 : one hundred and eighty-seven thousand six hundred and seventy six (187 676) FCFA ;

Lot 3 : one hundred and seventy eight thousand and fifty five (178 055) FCFA.

The guarantee shall be valid for thirty (30) days beyond the original date of validity of offers.

Under pain of being rejected, the required administrative documents must be subsmitted in original copies and copies certified as true by the issuing services or competent administrative authorities, in accordance with the stipulations of the Specifications of this Tender.

They must be dated less than three (3) months prior to the original date of submission of bids or have been established after the date of signture of the Tender Notice.

In accordance with the requirements of the bidding document, incomplete files will be declared inadmissible, including the absence of the bid bond issued by a first class bank approuved by the Ministry of Finance, or the non compliance with the models of the tender documents will lead to the outright rejection of the offer without any rescourse.

The opening of bids shall be done in one (1) phase.

The opening of the administrative documents, technical and financial offers shall be done on 09 may 2017 at 12 noon, local time, by the Internal Commission of the Tenders Board of the National Social Insurance Fund, in the meeting room of the Commission at the 4th floor, room 416 of the CNPS Building situated at Avenue Kenedy.

Only bidders will be allowed to atend the opening session or be represented by a duly mandated person of their choice.

1. 1.       Eliminatory criteria

They shall be :

• Absence of an administrative document at the opening of bids;
• False declaration or falsified document;
• Absence of a quantitfied unitary price in the financial offer ;
• Non validation of at least 70% of the sub criteria of qualification;
• Non-conformity of energy oin the photovaoltaic poles such as provided in the « CCTP » ;
• Non-compliance with SCR norms :

-     Workforce affiliated with CNPS : higher or equal to 3 (online declration of the last three (3) months), detailed list of personnel with their CNPS individual insured numbers, attach ‘APS’ showing update of payment of contributions ;

-     Fair remuneration (respect of SMIG : attach DIPE or statements of salaries) ;

-     Respect of the principle of gender promotion : justify at least 20% of female workers in the workforce (attach DIPE,  list of personnel as well as the gender report) ;

-     Liability insurance covering the current financial year (attach insurance policy).

1. 2.       Essential criteria of qualification
   

The contract shall be awarded to the candidate having:

• Presented the administrative offer in conformity ;
• Validated at least  70%( per cent) of the sub criteria of evaluation;
• Presented the lowest financial bid.

Maximum number of lots

A bidder may be awarded three (3) lots if he presents three  (3) separate teams and a planning that can enable him do the job within twelve (12) months and present three (3) separate funding capacities.

The bidders shall remain committed to their offers within a period of ninety (90) days from the date fixed for the submission of their offers

Visit of  sites

A guided tour of the sites shall be scheduled by the Project Manager after publication of this Notice to Tender.
