1.Objet New(Additif)

The General Directorate of the National Social Insurance Fund (CNPS) hereby launches an Open National Invitation to Tender for the rehabilitation of a 1000 kg lift, 13 persons, besides the kitchen  at Essos Hospital Centre. The services to be carried out are contained in the Specific Technical Clause (CCTP).

2.Consistance des prestations New(Additif)

Machinery

  • Complete replacement of electronic control cabinets;
  • Revision of brake shoes and brake system;
  • Replacement of traction pulleys;
  • Replacement of all worn-out  parts.

 

Landing

  • Replacement of door locks;
  • Installation of landing position indicators;
  • Replacement of door pads, control buttons, suspension rollers;
  • Replacement of all worn-out parts.

 

Cabins and ducts

  • Replacement of door operators;
  • Replacement of photoelectric cells;
  • Dressing up of X cabins;
  • Replacement of all worn-out  parts;
  • Replacement of control, ringing, door opening buttons;
  • Replacement of traction cables;
  • Replacement of engine operator including its equipment;
  • Flooring of cabin;
  • Replacement of 24V cell-barrier photoelectric cells;
  • Replacement of parachute blocks and mechanical system and safety sensor;
  • Replacement of control boxes on cab roof with inspection button including wiring cabin lighting with control button;
  • Pulse replacement;
  • Replacement of LBII electronic boards;
  • Replacement of MB electronic boards;
  • Replacement of MB card modules;
  • Replacement of 110V contactors;
  • Replacing cruise control;
  • Replacing the drive motor encoder;
  • Replacement of the brake electrode;
  • Electrification of the ducts as a whole as required by the new standard, which can be controlled by at least two points (machinery and sheath);
  • Replacement of tension pulleys;
  • Replacing cruise control cable;
  • Replacement of buttons for cab control and anti-vandal bearings;
  • Replacement of bearing contacts;
  • Replacement of position indicators.

 

Rehabilitation involves the replacement of faulty or worn parts. Supplied parts must have a supplier's certificate and a guarantee. The adaptation of parts on the installation, if necessary, is the responsibility of the service provider, who must give a guarantee of at least the duration of the manufacturer of the original parts.

Electrical protective cabinet, including equipment for operational requirements

Wall-mounted enclosure made of polycarbonate protection IP40, supplied with its mounting and
Comprising:

-          A four-pole circuit breaker for the machine. (4 poles protected)

-          A bipolar circuit-breaker with differential for lighting and current cabin.

-          A bipolar circuit breaker with differential for duct lighting.

-          A consignment device associated with the cabinet by an unbreakable connection,
enabling consignment in the case of a shutdown of the service.

-          Two terminals to resume the cabin alarm circuit.

-          A ground terminal for the machine circuit.
For the premises:

-          A bipolar circuit breaker with differential for machine lighting.

-          A two-pole circuit breaker with differential for the bowl and DTU outlets.

-          A bipolar circuit breaker for remote monitoring REM.

-          Two sockets with ground.

3.Cout Prévisionnel New(Additif)

The estimated cost of the operation at the end of the preliminary studies is FCFA TTC 41,093,550 (forty-one million ninety-three thousand five hundred and fifty).

The works shall be combined in one batch

5.Participation et origine New(Additif)

Participation in this Invitation to Tender is open to companies with proven experience in the field of installation and maintenance of lifts, and having a competent and experienced technical team.

6.Financement New(Additif)

The work under this invitation to tender shall be funded with the CNPS program budget (2013-2017), budgetary head No. 9-2D2206.

7.Consultation du Dossier New(Additif)

The file can be consulted during working hours at the Contracts Service located at the 9th floor room 903, CNPS Head Office Building,  Independence Square, upon publication of this notice in the  Contracts Magazine.

8.Acquisition du Dossier New(Additif)

The file can be obtained at the place indicated above upon publication of this notice, against payment of a non-refundable sum of CFA francs 60 000 (sixty thousand) in the CAS-ARMP Special Account No. 335988 opened in the BICEC agencies

9.Remises des offres New(Additif)

Each offer shall be drafted  in French or English in seven (07) copies of which one (01) original and six (06) copies marked as such must be received by the Contracts Service, no later than 09 MAI 2017 11 am, local time, and must bear the mention:

10.Delai de Livraison New(Additif)

The deadline specified by the Project Manager for the execution of the work, subject of this invitation to tender shall be ten (10) months.

11.Cautionnement Provisoire New(Additif)

Each tenderer must attach to his administrative documents a bid bond drawn up by a bank of first order approved by the Ministry of Finance and listed in Exhibit 10 of the DAO, specifying the amount of CFAF 800 000 (eight hundred thousand) .
The guarantee shall be valid for thirty (30) days beyond the original date of validity of the bids.

12.Recevabilité des Offres New(Additif)

Under penalty of rejection, the required administrative documents must be produced in original or certified copies by the issuing department or an administrative authority, in accordance with the provisions of the Supplementary Regulations of the Invitation to Tender.
They must be dated less than three (03) months before the original date for submission of tenders or have been established after the date of signature of the Invitation to Tender
Any incomplete offer in accordance with the requirements of the Bidding Document shall be declared inadmissible. In particular, the absence of the tender security deposit issued by a first-rate bank approved by the Ministry of Finance or the non-respect of the models of the tender documents will result in the outright rejection of the offer without any recourse.

13.Ouverture des Plis New(Additif)

The opening of the offer will be done in one phase.
The opening of the administrative documents and the technical and financial offers will take place on 09 MAI 2017 at 12 o’clock, local time at the Internal Commission of the Tenders Board of the National Social Insurance Fund, in the meeting room of the aforementioned Commission on the 4th floor, Room 416 of the CNPS Building located at Avenue Kennedy.
Only tenderers may attend this opening session or be represented by a duly mandated person of their choice.

14.Critères d'évaluation New(Additif)

14.1 Eliminatory Criteria

The eliminatory Criteria are:

  • Absence of an administrative document at the opening of the folds;
  • False declaration or falsified document;
  • Lack of a quantified unit price in the financial offer;
  • No validation of at least 70% of the evaluation criteria;
  • Non-compliance with CSR standards:
    • Number of staff members affiliated with CNPS: 3 or more (online-declaration of the last 3 months), detailed list of personnel with their individual registrations with CNPS, attach the clearance certificate certifying the updating of contributions;
    •  Fair remuneration (respect of the SMIG: join DIPE or salary statements);
    • Respect for the principle of promotion of gender: justify at least 20% of the feminine gender in the workforce (join the DIPE, the staff list and the gender ratio);
    • Liability insurance covering the current financial year (please enclose insurance policy).

15.Attribution New(Additif)

The contract will be awarded to the tenderer who shall :

  • Present the compliant administrative offer;
  • Validate at least 70% (seventy) of the sub-criteria of the technical offer;
  • Present the lowest evaluated financial offer.
16.Durée Validité des Offres New(Additif)

Tenderers shall remain bound by their tenders for a period of ninety (90) days from the closing date for the submission of tenders.
