As part of the implementation of the 3rd phase of the "Women and sustainable energy" program, the Tombel Lord Mayor, Contracting Authority and Delegated Project Owner, is launching a National Open Cali for Tenders for the installation of photovoltaic solar street lights in the Municipality of Tombel.

The work, subject of this Cali for Tenders, includes the supply and installation of eighty­one (81) photovoltaic solar street lights in the Municipality of Tombel, Kupe Muanengouba Department, South-West Region

The estimated cost of the operation following preliminary studies is one hundred and thirty million (130,000,000) CFA francs, distributed as follows:

Participation in this Call for Tenders is open to companies under Cameroonian law with proven experience in the execution of renewable energy projects.

Participation in the form of a group is permitted provided that the leader is designated and the specific responsibilities of each member are clearly apparent

The maximum execution deadline provided for by the Delegated Project Owner for the execution of the works subject of this tender shall be six (6) months.

Each bidder must attach to their administrative documents a bid bond valid for thirty (30) days beyond the deadline for validity of bids, established by a financial institution or an insurance company approved by the Ministry of Finance. and the list of which appears in the DAO (Exhibit No. 13). The amount of the deposit is set at 2,600,000 FCFA.

The opening of the admjnistrative documents, technical and financial proposals, will

take place on 06/06/2024 at 1 p.m., by the Internal Procurement
Commission of the municipality²o7 Tombel in its proceedings room.

Only bidders may attend this opening session or be represented by a duly authorized person of their choice with perfect knowledge of the file.

The eliminatory criteria set the minimum conditions to be met to be admitted to the evaluation according to the essential criteria. Failure to comply with these criteria will result in the rejection of the bidder's offer.

These include:

• Administrative documents
  • Incomplete administrative documents (apart from the Submission Deposit) and not completed after 48 hours,
  • False declaration or falsified document,
  • Absence of the Submission Bond,
  • Offer submitted after the deadline,
  • Be suspended from public procurement, or appearing on the list of defaulting companies established annually by the MINMAP,
  • Have not abandoned any public procurement in the last 3 years,
  • Discount proposai written using a ballpoint pen.
• Technical offer
  • General technical score lower than 75/100 in relative value compared to the essential sub-criteria,
  • Non-compliance of the major technical specifications in accordance with the following CCTP: power of the modules, power of the lamps, luminous efficiency, capacity of the batteries, material of the candelabra, dosage and size of the concrete.
• Financial offer
  • Absence of a quantified unit price,
  • Non-compliance of the submission template.

13.2         Essential Criteria

The Tombel Lord Mayor, Delegated Project Owner, will award the Contract to the Bidder whose offer meets at least 75/100 of the essentiel criteria, has been evaluated as the lowest and deemed substantially compilant with the Tender Documents

Bidders remain committed to their offers for ninety (90) days from the deadline set for submission of offers
