Within the framework of the Public Investment Budget 2024, the Lord Mayor of Tombel Council, contracting authority, hereby launches an Open National Invitation to Tender on bene of the Ministry of livestock, Fisheries and Animal Industries Project Owner, for support with equipment to Pastoral farmers in Tombel Municipality- Kupe Muanenguba Division - South- West Region

The services of this contract comprise notably: Support with equipment ta Pastoral farmers ­Tombel (refer to bill of quantity).

The estimated cost after preliminary studies is Fifteen million six hundred and fifteen thousand fine hundred and sixteen francs (15,615,916) FCFA.

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.

Supplies which form the subject of this invitation to tender shall be financed by MINEPIA Public Investment Budget of the 2024 financial year, Budget Head No: 58 31 053 06641944 522910 951

The maximum period provided for the execution of the works by the Authorizing Officer is fixed et: Three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first­rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N°. 12 of the Tender File, of an amount of Six hundred and forty thousand CFA francs for each lot, if need be. lt is set at 2 % of the estimated amount, ail taxes inclusive of the contract in accordance with the Order in force, the Contracting Authority] and valid for thirty (30) deys beyond

The bids shall be opened in single phase.

The opening of the administrative documents and the technical and financial offers on

06/06/2024 at 11 o'clock by the tender board attached to the Tombel Council in the conference hall at the Tombel council.

Only bidders may attend or be duly represented by a person of their choice.

Any bid not meeting with the requirements of the tender file will be declared inadmissible.

The eliminatory criteria are identified as follows:

• Absence of bid bond.

•        False declaration or falsified document.

• Non-compliance with major technical specifications of the supply ((to be listed);
• Absence of administrative documents
• False declaration or forged documents in the tender files
• Absence of a Bid Bond or False Bid Bond.
• Technical Marks less than 70%.
• Absence of prospectus accompanied by the technical sheets from the manufacturer.
• Absence of agreement or authorization from the manufacturer, where applicable.

15. MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates could indicatively be the following:

The non-respect of two (02) criteria out of seven (07) shah cause the elimination of the bid. 

The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.

Bidders shall be bound by their bids for e period of ninety (90) deys with effect from the date of opening of bid.
