The general manager of the National Institute of Statistics hereby announces an open national invitation to tender for the subscription of a group health insurance coverage of NIS staff for the 2017 financial year.

The services, in a single lot, consists to subscribe a group health insurance for the staff of the NIS and their families. The consistency of these services is detailed in the Terms of Reference (TOR) of this Tender file.

Participation in this call for tenders is reserved for the Cameroonian Insurance Companies established in Cameroon, fulfilling the conditions stipulated by the regulations in force in the member states of the Inter-African Conference of Insurance Markets (CIMA)

The services covered by this invitation to tender are financed by the Program Budget of the National Statistical Institute, financial year 2017.

The estimated cost is forty million (40,000,000) CFA francs.

The tender file may be obtained during working hours at the Administrative and Financial Affairs Direction of the National Institute of Statistics located at the entrance of Prime Minister office upon publication of this notice and upon presentation of the receipt of a non refundable fund of CFA 50,000 into a special account’’ CAS-ARMP, n° 355988 ‘’ opened at BICEC .A copy of the instalment receipt will be deposited where the tender file is obtained .

Each tender written in French or English in 06 (six) copies of which the original and 05 (five) marked as such must reach the Directorate of Administrative and Financial Affairs of the NIS located at the entrance of the Services of Prime Minister office (Tel: 222 220 445) no later on the 11^th  May 2017 at 12 am and shall be marked as follows:

"Open invitation to tender No 01 / AONO / INS / CIPM / 2017 of 07 AVR 2017 For the subscription of a group health insurance policy for the staff of the National Institute of Statistics (NIS), Fiscal Year 2017,

To be opened only during the counting session "

The period of coverage is twelve (12) months, from the date of notification of the service order to commence benefits.

Under penalty of rejection, each tenderer must attach to his administrative documents a tender security of seven hundred thousand (700,000) CFA francs, drawn up by a first-rate financial institution approved by the Ministry of Finance and of which The list appears in Exhibit DAO 11, valid for thirty (30) days beyond the original date of validity of the tenders.

The other administrative documents required must be produced in original or certified copies by the issuing department or an administrative authority (Prefect, Sub-Prefect, ...), in accordance with the stipulations of the Special Regulations of the Invitation to Tender. They must be dated less than three (03) months or have been established after the date of signature of the Notice of Invitation to Tender.

 Any tender which does not comply with the requirements of this notice and the Bidding Documents will be declared inadmissible. In particular, the absence of the tender bond issued by a financial institution approved by the Ministry of Finance or the non-respect of the models of the documents of the Tender Document will lead to the rejection of the offer.

The opening of offers will be in two stages. The opening of administrative documents and technical offers will take place on the 11^th may  at 1 pm by the Internal Procurement Committee of INS, in the meeting room of the National Institute of Statistics (NIS ), Located at the annex buildings, below the Ministry of Territorial Administration and Decentralization.

The opening of financial offers will be made later, after evaluation of the technical offers and verification of the administrative documents, and will concern only the tenderers with a complete and compliant administrative file and having obtained a technical score equal to or greater than 75 points over 100. Only those tenderers or their duly authorized representatives with full knowledge of the file may attend these opening meetings

11. 1 Elimination Criteria

The eligibility criteria for this RFP include:

1) Technical note below 75 points over 100;

2) Absence of CIMA approval;

3) Absence of an administrative document;

4) Misrepresentation, falsification or substitution of documents;

5) Presence of financial information in the administrative offer or technical offer

11.2. Essential Criteria

Technical bids will be evaluated on one hundred points according to the following criteria,

The Insurer will be selected according to the best-selling method.

Tenderers shall remain bound by their tenders for ninety (90) days from the closing date for submission of tenders.
