   The supply of services for this contract shall be funded by the 2017 Public Investment Budget, budgetary line n° : 51 26 347 06 641188 2811 541 and for a provisional cost of Forty million (40.000.000) CFA Francs, all taxes included.

The tender document could be consulted during working hours at Tsinga Council, Cooperation and Local Partnership Cell, as soon as the tender notice is made public.

 The tender file may be obtained with effect from the date of publication of this tender notice, upon presentation of the receipt of payment into the Municipal finance of the Yaounde 2 Council a no refundable sum of Fifty thousand (50.000) CFA .

The receipt should identify the payer as the service provider willing to participate to the tender.

  PRESENTATION OF OFFERS : Tender will be submitted in just one external envelop. Wherever, the administratif document, the technical offer and financial offer will be seperated by papers of the same colour. These offers will be put in a simple envelop, closed, and sealed carrying only the mention of the relevant invitation to tender.

Different documents of each tender shall be numbered in the order of the DAO and seperated by spacer of the same colour other than white.

  Each offer written in French or English and in five (05) copies, including one original and four (04) copies respectively marked as such should be submitted at the Tsinga Council, Cooperation and Local Partnership Cell, latest on the 26th April 2017 at 12.00 Pm local time and should bear the mention :

FOR THE REHABILITATION WORKS AT THE CMPJ OF REFERENCE OF YAOUNDE

To be opened only during the tender review session’’

1.  The supply of services for this contract shall be funded by the 2017 Public Investment Budget, budgetary line n° : 51 26 347 06 641188 2811 541 and for a provisional cost of Forty million (40.000.000) CFA Francs, all taxes included.

 The offers should be accompagnied by a provisional guarantee (bank submission guarantee) of an amount of Eight hundreds thousand (800. 000) CFA Francs established according to the model indicated in the tender document, by a first grade bank approved by the Ministry in charge of Finance. (bank list in annex).

The absence of provisional guarantee or its non-conformity to the model annexed to the Tender file causes the systematic rejection of the opened offer.

The provisional guarantee will be released on statutory, latest Thirty (30) days after the validity expiry of the offers for the tenderers who have not been retained. In a case where the tenderer is the successful tenderer, the provisional gaurantee will be released after constitution of the final guarantee.

       RESPONSE TIME FOR TENDERERS : A period of Thirty (30) is given to tenderers willing to participate to this tender file, as from the publication day of the notice.

  Tenders received after the date and hour limits, those which do not respect the separation mode of the financial offer, the administrative and technical offers will not be received.

The opening of bids will be done just once and will take place on the 26th of April 2017 as from 1.00 Pm in the conference hall of the Tsinga Council.

Only the bidders can take part to the opening of tenders or be represented by one person of their choice duly mandated, having a perfect knowledge of the document.

14.1. Eliminatory criteria:

1. Incomplete administrative document;
2. False declaration or falsified documents;
3. Omission of a unit price quantified in the financial tender;
4. Non satisfaction of at least seven (07) of the eight (08) essential criteria;
5. Absence of a break down prices;
6. Document having received at the end of the technical analysis less than Twenty-two (22) positive elements (yes) over Twenty-six (26);
7. Absence of a methodological note in the technical offer;

14.. Essential criteria:

The notation of essential criteria below, which the detail is contained in the evaluation grid, will be done following the binary mode while attributing to each criteria the positive value (yes) or the negative value (no) :

The evaluation of the technical offer will carry on the essential criteria resumed below :

  General presentation of the technical offer ;

•   Bidder’s reference ;
•   Staff qualification ;
•   Logistic means ;
•   Methodology note ;
•   Financial capacity.

  The Contracting Authority shall award the contract to the tendered whose tender file has been fund to be substantially in conformity with the tender file and which has the technical and financial capacity to perfom the contract satisfactorily and whose offer has been rated the lowest.

The bidders shall remain liable for their offer during Ninety (90) days as from the deadline fixed for the reception of offers.
