The Regional Delegate of Public Contracts for the center Region Yaoundé, Contracting Authority launches on behalf of the Mayors of the Center Region, Project Managers, a Call for Restricted National Invitation to Tender for the construction of twenty (20) bow holes in the Center Region.

Work enclosure are divided into four (04) lots as follows:

NB: No Bidder would be attributed more than one (01) lot.

The work under this Invitation for Bids include the following transactions whose list is not exhaustive:

• The geo-physical studies and the drilling of the bow holes ;
• Drilling of bow holes;
• Installation of the sites, inclusive of all the necessary materials for the bow holes  ;
• The work at the bow holes and the PMH equipment ;
• The development , the pumping, and the pressure tests ;
• The super structural works (lightly inclined reinforce concrete deckings, surrounding gutters at the base of the decking Dry up of the marshy area) ;
• Dwarf fence wall in blocs of 15 x  20 x 40 (plastering and putting of a  small gate)

The participation to this present Call for tender is open on equal conditions to all Companies and enterprises registered on the Restricted lists below, conforming to the Circular Letter No 007/LC/PRC/MINMAP/SG/DGMI/DMTR/CE1 of 27 february 2015  relative to the new modalities of the  award of bow hole contracts.

By this Notice of Tender, interested companies are invited to submit their bids; authentic information that will permit them to be retained as competent to provide the services after a thorough and objective assessment of his record.

The work, subject of this Tender is financed by the Public Investment Budget of the Year 2017ataTotal estimated cost of two hundred and thirteen million five hundred and sixty thousand (213,560,000) CFA Francs. Thus the budgetary line and engagement act is as follows:

Upon publication of this notice, the tender file may be consulted during working hours at the Call for Tender Support Unit (CALAO) on the 2nd Floor of the Regional Delegation of Public Contracts for the Centre located at Omnisport.

Documents constituting the offer are divided into three volumes below contained in a closed and sealed envelope including:

• The envelope A containing the administrative documents (Volume 1);
• The envelope B containing the technical offer (Volume 2);
• The C shell containing the financial offers (Volume 3).

The Tenders submitted will be placed in a plain envelope, closed and sealed bearing only the words of the Bid in question. Different parts of each bid will be numbered in the order of the tender file and separated by spacers of the same color.

Each tender drafted in English or French in seven (7) copies, one (01) original and six (06) copies marked as such, sealed must reach the Call for Tender Support Unit (room 226, 2^nd floor) of the Regional Delegation of Public Contracts for the Centre, no later than 26^th April 2017 at 12 0’clock local time and shall be labelled as follows:

The maximum execution time provided by the Client for completion of the work is four months (04) calendar months. This period includes periods of rainy weather and all the various constraints and runs from the date of notification of the Order of Service to begin work, when you sign your contract.

Opening of the tenders will be done once on the 26^th April 2017 at 1.00 pm prompt by the Center Regional Tenders Board at the meeting Hall of the Center Regional Delegation of Public Contracts 2^nd floor at Omnisport.

Only bidders may attend the opening session or be represented by one person (even if group) of their choice with a perfect knowledge of the case. However, an additional person acting as an interpreter is accepted, if necessary.

Application deadline

For this bidding, the response time shall be twenty (20) calendar days for companies wishing to participate from the date of publication of the Invitation to Tender.

Bid evaluation will consist of three (03) steps:

• Step 1: Verification of conformity of the administrative record of each Bidder.
• Step 2: Technical Evaluation of bids administratively compliant.
• Step 3: offers verification of financial resources of companies whose bids were accepted are technically qualified and administratively compliant.

The criteria for evaluation of bids are as follows:

13.1-Eliminatory criteria

1. Incomplete file (Article 1.1 of Circular N°002/CAB/PM of 31^st January 2011 relating                             to the improvement of the performance of the Public Contracts System) ;
2. False declaration or non-conforming parts (The Tenders Board or the Contracting Authority reserves the right to proceed with the verification of the authenticity of any document where there is a doubt);
   1. False statement or forged or scanned document ;
   2. Non possession of  a proper drilling workshop ;
   3. Non-existence in the technical offer of the "organization, methodology and planning";
   4. No satisfaction, at least 90% of the essential criteria ;
   5. Incomplete financial tender ;
   6. Omission of a quantified unit price from the price schedule;
   7. Absence of a sub-detail price;
   8. Absence of financial situation or non-access to a line of credit or other financial resources.

13.2: Essential Criteria

The evaluation of the technical bids will be made ​​on the basis of 29 essential criteria below:

1. Personnel of the Enterprise                                      10 criteria;
2. The Materials of the site to mobilize                           07 criteria;
3. The execution Methodology  on                                 06 criteria;
4. The company's references                                            06 criteria.

The Regional Delegate of Public Contracts Center, Contracting Authority will award the contract to the bidder whose offer qualified technically will be the lowest evaluated bid after-audits of its price and is substantially responsive to the Bidding Documents of 'Offers.

Tenderers are bound by their tenders for a period of ninety (90) days after the deadline for submission of tenders.
