The subject of the Invitation to Tender relates to the execution of construction works on eight (08) scuppers: :a quadruple 4x3 scupper.0x3.0 out of 16,5 ml in reinforced concrete at PK13+500 on Mayo Wassoua – Regional Road R0925 – Inter N1 (Dargala) – Mémé – Wassoua – Mikoche (Lte Diamaré),in the Municipality of Mora, Department of Mayo Sava, a 5X4 raft scupper.0X2.0 on 40ml in reinforced concrete at PK24+200 on Mayo Klissawa – Regional Road R0912 – Inter N1 (Magdéme) – Kossa – Pette,in the Municipality of Pette, Department of Diamaré; of six (06) 1x1 frame scuppers.5 with reinforced concrete headwork at PK2+400,3+100,3+500,4+100,4+300 AND 4+500 on the lower reaches of the Common Road: Carrefour Mairie Maroua 2nd – Carrefour Gayak - Papata,in the Municipality of Maroua 2,Department of Diamaré.In emergency procedure.

The work to be carried out within the framework of the contract relates to the following operations:

FIRST PART QUADRUPLE 4X3 DALOT.0X3.0 OF 16,5 ML IN REINFORCED CONCRETE AT PK13+500 ON MAYO WASSOUA – REGIONAL ROAD R0925 – INTER N1 (DARGALA) – MEME – WASSOUA – MIKOCHE (LTE DIAMARE),IN THE COMMUNITY OF MORA,DEPARTMENT OF MAYO SAVA;

• SERIE 000: INSTALLATIONS:

-Site installation including delivery and removal of equipment;

-Bringing and withdrawal from the site;

-Technical studies, geotechnical (probings,concrete formulation etc.),execution project and proofing file.

• SERIE 100: CLEANING AND EARTHWORKS:

-       Backfill in “lateritic gravel” from borrowing for connection of the Work to the roadway;

-        Maintaining circulation.

• SERIE 300: SANITATION – DRAINAGE:

-Barbacanes ;

-Enrochements.

• SERIES 400: WORK:

- Excavations in ordinary land or riverbeds;

- Backfilling of excavations;

- Masonry stones

- Rubble and sand for filling the base of the raft;

- Cleaning concrete dosed at 150 kg/m3;

- Reinforced concrete for bearing slab;

- Reinforced concrete for jambs;

- Reinforced concrete for general slab;

- Reinforced concrete for wing walls;

- Reinforced concrete for foundation spades.

• SERIE 500: SIGNAGE AND SAFETY EQUIPMENT:

-Mixed guardrail (concrete posts and galvanized steel pipes);

-Type AB metal traffic signs;

-Reinforced concrete markers.

SECOND PART 5X4 RAFT DRAFT.0X2.0 ON 40ML IN REINFORCED CONCRETE AT PK24+200 ON MAYO KLISSAWA – REGIONAL ROAD R0912 – INTER N1 (MAGDEME) – KOSSA – PETTE, IN THE COMMUNITY OF PETTE, DIAMARE DEPARTMENT.

-Technical studies, geotechnical (probing, concrete formulation etc.), execution project and proofing file.

PART THREE SIX (06) 1X1 FRAME CURRENTS.5 WITH REINFORCED CONCRETE HEAD WORK AT PK2+400,3+100,3+500,4+100,4+300 AND 4+500 ON THE LOWER FLOORS OF THE COMMON ROAD: CARREFOUR MAIRIE MAROUA 2E – CARREFOUR GAYAK - PAPATA, IN THE COMMUNITY OF MAROUA 2, DIAMARE DEPARTMENT.

• SERIE 000: INSTALLATIONS:

-Site installation including delivery and removal of equipment;

-Bringing and withdrawal from the site;

-Technical studies, geotechnical ( probings,concrete formulation etc.),execution project and proofing file.

• SERIE 100: CLEANING AND EARTHWORKS:

      - Contiguous embankment;

      -  Maintaining traffic.

• SERIE 300: SANITATION – DRAINAGE:

- Removal of concrete or metal nozzle (not including additional works in particular).

• SERIE 400 : WORK OF ART

        -1x1 reinforced concrete scupper 1x,5x1m;

         -1x1 reinforced concrete scupper head 1x,5x1m.

Coût prévisionnel  (TTC) : 185 000 000

The participation to this invitation to tender is opened with equal conditions to Cameroon-Law related firms or group of companies experienced in similar services and located in Cameroon.

The works covered by this Call for Tenders are financed by the MINPW Budget, , Fiscal Year 2024.

The maximum execution time provided by the Project Owner for the completion of the works is six (06) months. This period runs from the date of notification of the Service Order to Begin Works (SOBW).

Tenders must be accompanied by a provisional bond (bid bond) drawn up according to the model indicated in the Call for Tenders file by a bank or an insurance company approved and authorized by the Minister in charge of Finance to issue bonds for Public Contracts. The amount in FCFA of the said guarantee is mentioned in the table below:

The provisional guarantee will be released automatically no later than 30 days after the expiry of the validity of the offers for the tenderers who have not been selected. In the event that the tenderer is the successful bidder, the provisional guarantee will be released after constitution of the definitive guarantee.

Tenders received after the date and time of submission of tenders or those not respecting the mode of separation of the financial offer from the administrative and technical offers will be rejected.

Under penalty of rejection, the required administrative documents must be produced in originals or in copies certified as true by the issuing department, in accordance with the stipulations of the Special Rules for Invitations to Tender.

These administrative documents are valid for a period of three (03) months. The deadline for the validity of administrative documents must be after the date of the launching of the Invitation to Tender.

Tenders disclosure will be done in one stage on 11/06/2024 at 01 pm prompt (local time) at the meeting Hall of the far North Regional Council in the presence of the bidders.

The opening of the bids will be done in one time and in three stages:

-          1st step: Opening of envelope A containing the administrative documents;

-          2nd step: Opening envelope B containing the technical offers;

-          3rd step: Opening of envelope C containing the financial offers.

All bidders may attend this opening session or be represented by a single duly authorized person (even in the case of a group) of their choice who has perfect knowledge of the file.

14.1. Eliminatory criteria

• Incomplete administrative file for :

ü  Lack of the original bid bond at the opening session;

ü  Lack, after an extension of 48 hours following the opening of tenders, of at least one of the documents in the administrative file, except for the bid bond;

ü  False declaration or falsified document or non-authentic document.

• Technical offer:

v  absence or non-compliance of one of the following parts;

v     insufficient technical supply;

v  registration on the suspensive list of the Public Procurement Authority;

v  Have not satisfied at least nineteen (19) criteria out of all the twenty-seven (27) existing criteria;

•        Financial offer:

• absence or non-compliance of one of the following documents;
• insufficient technical supply;
• Absence of the unit price schedule (exhibit 6) following the model with indication of prices excluding VAT in figures and letters,completed in a legible manner,initialed on each page and signed,dated and sealed on the last page;
• Absence of the Quantitative and Estimated quote initialed on each page,sign,dated and sealed on the last page;
• Absence of lack of financial capacity/solvency of 370 000 000 FCFA;
• Omission in the financial offer of a quantified unit price.unit prices initialed and sealed on each page.

NB: The presence of a certified photocopy of the Categorization certificate issued by the MINPC or its duly authorized representative exempts the bidder from the production in his technical offer of the following documents:

-        The supporting documents of his figure of

-        Supporting documents for its references;

-        Supporting documents for its technical and logistical resources;

-        Supporting documents for its permanent staff.

14.2. Essential criteria

The evaluation of the technical offers will be made on 27 criteria based on the essential criteria below:

a)    The certificate and the documented site visit report on 2 criteria :

-       The site visit certificate;

-       The relevant documented and illustrative site visit report.

b)    Management staff proposed on 14 criteria :

-       Work supervisor ;

-       Site Manager ;

-       Geotechnical Laboratory Manager ;

-       Topographical Manager ;

-       Financial and Administrative Manager.

c)    The material to be mobilized on 10 criteria :

-       A welding station ;

-       A generator;

-       Geotechnical equipment (densitometer, Proctor mould, scales, series of sieves).

d)    The Bidder's References on 1 criteria ;

NB : Any public official listed among the staff and who has not presented all the documents likely to justify his layoff, dismissal, etc… from the Public Service will be considered invalid.

The contract will be awarded to the bidder submitting the lowest evaluated offer and meeting the required administrative, technical and financial criteria.

NB: the lowest price is not a guarantee.

Applicants will be bound by their tenders for ninety (90) days with effect from the tender-submission deadline.
