The subject of the Call for Tenders relates to the control and monitoring of the rehabilitation works of Regional Roads: -R0924: Balaza (Inter R0905) – Guinadji – Doubel – Pette (Inter R0912), 35.50 km;- R0920: Gazawa (Inter R0905) – Hina, 40 km.

The mission of the Design Office which will be selected will consist in particular of:

• Monitoring and technical and geotechnical control of the works

-       Use graphic documents (execution plans) for subsequent evaluations of the work;

-       Production of the action program;

-       Verification of the company's administrative file;

-       Approval of the company's facilities, materials and personnel;

-       Participation in calibrating quantities;

-       Signing and notification of technical OS;

-       Verification of compliance with technical requirements;

-       Monitoring the execution of Administration instructions ;

-       Establishing attachments;

-       Verification and transmission of statements to the payment agency after approval by the Contracting Authority;

-  Maintaining the site log ;

-       Upstream validation of the company's execution programs and projects;

-       Control of the execution of the works in accordance with the CCTP and approved execution plans;

-       Verification of the quantitative statements of the draft monthly statements established by the contractor in accordance with the CCTP ;

-       Produce monthly reports detailing the quantitative and qualitative execution of the work;

-       Ensure the quality of the materials used for the work;

-       Produce a final report detailing the quantitative and qualitative execution of the work;

-       Coordination between the various stakeholders ;

-       Planning of activities;

-       Notification of findings of poor workmanship;

-       Preparation of monthly and final activity reports ;

-       The organization and conduct of site meetings ;

-       Preparation of final documents.

• Propose for signature by the Head of the Contract Department the service orders necessary for the proper execution of the work;
• Ensure quality assurance and the application of environmental protection measures;
• Ensure the quality of the materials used for the work;
• Conduct preliminary operations until provisional acceptance of the work;
• A control mission under the supervision of the Project Owner will carry out an inspection during the execution of the work ;
• Conduct Prerequisite Operations ;
• Ensure the establishment of the execution project and the proofing plan.

The services, subject of this Invitation to Tender, will be financed by the Budget transferred from MINDDEVEL, for an overall estimated cost of thirty-five million (35,000,000) CFA Francs.

Bids received after the date and time of submission of Bids will be inadmissible.

Under penalty of rejection, the required administrative documents must be produced in originals or copies certified by the issuing service, in accordance with the stipulations of the Special Regulations of the Call for Tenders.

These administrative documents have a validity period of three (03) months , this deadline for validity of the administrative documents must be after the date of launch of the Call for Tenders.

The opening of offers will be done in two (02) stages.

The opening of administrative and technical offers will take place on 07/06/2024 at 1 p.m. sharp in the meeting room of the Far North Regional Council in Maroua, Djarengol-Pitoaré District, Tel: 222 29 01 50/ 222 29 01 51 , in the presence of the bidders.

Only bidders may attend this opening session or be represented by a single person (even in the case of a group) of their choice with perfect knowledge of the file and duly authorized.

At the end of the analysis of the administrative and technical offers, the opening of the financial offers will be carried out under the same conditions, at a later date which will be communicated to the bidders having had the compliant administrative file and obtained an equal or higher technical score. at 70 points out of 100.

15.1: Elimination criteria

1. a.   Administrative Offer

1)           Falsified part ;

2)           The absence or default of the bid bond ;

3)           Administrative file remained incomplete 48 hours after the opening of the offers.

1. b.   Technical offer

1)           False declaration ;

2)           Falsified or scanned documents ;

3)           Presence of financial information in the technical offer;

4)           Non-satisfaction, at least, of seventy (70) essential criteria out of one hundred (100), either a technical score of less than 70%.

1. c.    Financial offer

1)           Non-compliance of the submission with the DAO model ;

2)           Lack financial capacity/solvency of 70 000 000 FCFA.

NB : Certified copies of previously legalized documents will be systematically rejected.

a). Essential criteria

The technical offers will be scored according to the essential criteria below:

a)    Qualification of experts and their experience in the field of the project out of 39 points;

b)    DO technical experience out of 21 points;

c)    Technical and material means out of 35 points;

d)    Presentation of the file on 5 points.

NB : The minimum technical score required is 70/100.

The contract will be awarded to the bidder submitting the lowest evaluated offer and meeting the required administrative, technical and financial criteria.
