RECEPTION OF BIDS: Bids in French or English shall be prepared in six (6) bound copies i.e.
one(01) stamped ORIGINAL and five(05) COPIES and marked thus prior to being submitted to the Secretariat of contracts office on or before the 28/05/2024 at 09:00 AM in a single pack or envelope comprising the administrative, technical and financial Documents. The Envelope shah be addressed as follows:

DURATION OF WORK: the duration previewed for the execution of this project is three (3) months

11.Cautionnement Provisoire New(Additif)

3. GUARANTEE DEPOSIT: Each bidder must attach to his/her administrative documents an attestation of guarantee deposit (Bid Bond) of One Million Three Hundred Thousand (1,300.000) frs, cfa with all taxes inclusive prepared by a commercial bank that is approved by the ministry of the Economy and Finance and COBAC. This attestation, which must be an original, should not be more than three (3) months old at the time of bids opening.

13.Ouverture des Plis New(Additif)

OPENING OF BIDS: The Bids shall be opened in a single phase at the Secretariat of contract Unit attached to the Eyumojock Council on: 28/05//2024 at 10:00 am. At the opening of the bids by the Eyumojock Council tenders' board, any bid that shah not conform to the prescription of the tender documents shall be rejected out rightly, especially those lacking any relevant Administrative document especially the Bid Bond, which must be the Originels or certified copy by a competent Authority at the place of issue of the original

8.1 Administrative file Elimination criteria:

On opening of the bids the Eyumojock Council Tenders Board shah reject out rightly any bid that

faits to comply with any one or more of the following criteria mentioned below:

A bid that is not registered in the bidder's register;

A bid with the externat envelope carrying a sign or mark leading to the identification of the bidder;

A bid with documents mixed up in one envelope;

A bid without the required number of copies;

Any forged administrative documents;

Absence or insufficient bidder's guarantee deposit (Bid Bond);

Absence or non-compliance of a mandatory document (ATTESTATION OF NON‑

ABANDONMENT) in the administrative file.

8.2 Technical file Essentiel criteria:

The technical documents shah be evaluated following the binary method:

D EQUIPMENT PUT ASIDE FOR THIS PROJECT 1 List of equipment 2 Proof of ownership or in custody of a hired Grader or Bulldozer (Caterpillar type) 3 Proof of ownership of a dump truck or contract of hiring 4 Proof of ownership of a liaison vehicle 5 Proof of ownership of concrete vibrator 6 Concrete mixer; 7 Compactors of various categories; 8 Soil Testing Apparati; 9 Any other machine(s) to facilitate the execution of the work; 10 Availability of Small tools (light equipment) e.g buckets, hammers, wheel barrows etc These are small tools used in for construction works (masonry tools, carpentry tools, plumbing tools, electrical tools, iron mongery tools, etc) NB: These equipments must be justified by title deeds or receipt of purchase.

15.Attribution New(Additif)

AWARD OF THE CONTRACT: According to article 33(1) (a) of the Public Contract Code, the Delegated contracting authority shall award the contract to the bidder whose bid is judged to conform to the best Cost/Benefit ratio to the community calculated on the basis of the scores in Technical and Financial Bids. However, any inconsistent and unrealistic financial offers shall not be accepted

16.Durée Validité des Offres New(Additif)

DURATION AND VALIDITY OF TENDER: The bidders shall remain committed to their bids for 90 days from the deadline of the submission and opening of bids
