Within the framework of the 2023 Public Investment Budget, THE LORD MAYOR  OF ZHOA COUNCIL, Contracting Authority, hereby representing the state of Cameroon launches an Open National Invitation to Tender UNDER CONDITIONS OF EMERGENCY for  the supply and installation of 100 solar street lights in zhoa municipality  in fungom sub-division, menchum division of the north west region

The works subject of this invitation to tender shall require the for the for  the supply and installation of 100 solar street lights in zhoa municipality  in fungom sub-division, menchum division of the north west region n in zhoa council area. And the detailed information provided in the technical specifications.

The estimated cost after preliminary studies    is as shown on the table bellow;

The works subject of this invitation to tender shall be one lot defined with specifications as in the table below:

Participation is opened to duly legalize Cameroonian enterprises that fulfill the requirements of this invitation to tender.

The services which form the subject of this invitation  to tender  shall be  financed  by  the Public   Investment Budget of the 2024 financial year of the republic of Cameroon as specified in the table below;

The Tender    File may   be  obtained  from the office of the Mayor of ZHOA Council (service of Public Contracts) Tel: 67472665    as soon as this notice is  published upon       presentation of a treasury receipt attesting to the payment of a non-refundable sum of  Fifty thousand (50,000) FCFA, payable at the ZHOA Council Treasury.

Each bid drafted in English or French in eight (08) copies  that is one original(01) and seven (07) copies  marked  as such, should reach the office of the Mayor of ZHOA     Council not later than the 28/05/2024 at  11 AM_. local time and should be in three different envelopes marked as:

• Envelope A: Administrative documents
• Envelope B: Technical documents
• Envelope C:   Financial offer

 These three envelopes should be enclosed into a fourth one that should carry the inscription:

FOR THE SUPPLY AND INSTALLATION OF 100 SOLAR STREET LIGHTS IN THE ZHOA MUNICIPALITY   IN FUNGOM SUB-DIVISION, MENCHUM DIVISION OF THE NORTH WEST REGION IN ZHOA COUNCIL AREA .                                                                                                                              

“To be opened only during the bid opening session”                                                                                                                    

The maximum execution deadline provided for by the project owner for the execution of the works subject of this tender shall be ninety calendar days (three months) with effect from date of notification of the sevice order to start execution.

 Each bidder must include in his/her administrative documents a bid bond issued by a first – rate bank approved by the Ministry in charge of finance featuring on the list in Document 10 of the Tender File with a validity period  of ninety(90) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or certified true copies as authentic by the issuing authority orAdministrative authorities (Senior Divisional Officer, Divisional Officer etc.) of the originaldocuments required, in accordance with the Special Regulations of the Invitation to tender,theymust not be more than three (03) months old.

Any bid not in compliance with the specifications of this notice and file tender shall be declared inadmissible. Notably, the absence of the bid bond issued by a first - rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

The bids shall be opened in one (01) lot: on 28/05/2024 at 11 AM .prompt local time at the Conference Hall of ZHOA Council, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

The bids shall be evaluated according to the main criteria as follows:

Tender conformity shall be evaluated as per the following:                                                                                                                                  

v  Offers (bids) submitted after the deadline as per the following;

v  Bids submitted in an unsealed envelope shall be rejected

v  External envelopes with identification marks or inscriptions which may lead to the     identification of the said company shall be rejected

v  Absence of original or properly certified administrative document or documents certified more than one time shall be given 48 hours to replace it.

v  False declaration or forged document shall be given 48 hours to replace;

v  Absence of bidbonds or certified check, Bqnk check, legal mortgage or Bank Guaranty or Bidbond not issued directly in biders name by a first rate bank approved by the ministry in charge of finance, the bidder shall simply be rejected.

 NB: Bid bond for a group of enterprises must bear the name of mandated enterprise with the names the other enterprises mentioned as well.

II. Main qualification criteria:

The criteria for qualification of candidates should be on the technical and financial capabilities of the candidates to carry out the tasks forming the subject of the invitation to tender.

They were determined in relation to the nature and content of the task to be executed. Hence in the evaluation of :

(i)         Technical documents, it shall be the binary method (YES or NO) based on the following distribution points:

NB:

   - A technical score of  less than 70% in the evaluation of technical documents shall simply be rejected.

-Details of these main qualification criteria are specified in the evaluation grid found in the special Tender Regulations(RPAO).

(ii)       Financial Offer, it shall consist of going through the bill of quantities in reference to the unit price schedule and the sub detail of unit prices.

The contract shall be awarded to the contractor fulfilling the  administrative,technical and financial conditions. (Least financial offer)

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date   of opening of bids.

 NB:

      The Contracting Authority may at any time,  amend this invitation to tender.Delays caused by such amendments shall be considered in the period given to bidders to submit their bids. He shall publish the amendments and communicate some to companies that bought the tenders file. Delays caused by such amendments shall also be considered in the period given to bidders to submit their bids.
