The estimated cost crier preliminary stuc:fies stands et: Eighteen million three hundred and ninety thousand (18,390,000) FCFA.
The works which are subject of this invitation to tender are into a unique lot.
Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities
Works which formed the subject of this invitation to tender shail be financed by the PUBLIC INVESTMENTBUDGET (PIB), 2024 Mandai year through_ head (imputation) N°.

The tender file rnay be consulted during working hours at the Governor's Office, precisely at the office of the Secretary of the Regional Tenders Board, door 05 with Tel: 233 32 20 98 as soon as this notice is published.

1. The maximum duration of execution provided for by the Delegated Contracting Authority is three (03) months. This duration is as from the date of notification of the service order to start work.
Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment or insurance company approved by the Ministry in charge of finance, (see list in document No. 12 of this tender file), and of an amount of three hundred and sixty- seven thousand elght hundred (367,800) FCFA, valid for Ninety 90) days beyond the date of validity of bids.
Bid bonds for unsuccessful bidders shall be withdrawn no; later thon fifteen (15) deys after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided.

The opening of the bids in one phase shall be done on 30/05/2024 at 11:00 am prompt local time in
the Conference Hall of the South West Governor's Office by the South West Regional Tenders Board. Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity
-Eliminatory criteria
- Absence of or insufficient bid bond;
- Absence of other relevant key administrative documents(not provided after 48 hours);
- False declaration or falsified documents;
- Omission or change of a quantified task on the bill of quantifies and cost esiimates;
- Non satisfaction of at least 75% of the main qualification criteria;
- Deadline for delivery higher thon prescribed;
- A bid with signs or marks of identification on external envelops;
- Featuring on the MINMAP's list of suspended enterprises.
14.2. Main qualification (essentiel) criterla: The evaluation of the bids shall be done on predefined technical criteria following the binary process ('Yes' or 'No'). The criteria relating to the qualification of candidates will indicatively be on the following:
- General Presentation, compliance with the model bid:
- Financial capacity;
- Experience (references) of the entercrse..--:
- Initiais on ail pages and signature on the last pages of the special technical and administratives clauses;
- Personnel to be mobilized
- Material and essential equipment put at thedisposal of the project;
- Methodology, organisation of the site and relevance of proposed solutions;
- Securily on site
The jobbing order shall be awarded to the bidder whose bid 3 in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance.with article 99 of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer
The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids
