The Director-General of the Telecommunications Regulatory Board (TRB) hereby launches an Open National Invitation to tender for the modernization of his call center.

The tasks under this invitation to tender shall consist of the modernization of a call centre platform, 8 extensible positions, with interactive voice response (IVR) and automatic call distributor (ACD) made up of the following equipment:

-    the provision, installation and commissioning of  :

•  an 8-position extensible call center platform ;
• 09 computers equipped with soft phones, and CRM software ;
• an IPBX server;
• an inverter ;
• software and applications ;

-    provision of :

• 09 headsets with enclosed microphone ;
• 09 office swivel chairs ;
• 02 offices 04 compact  workstations with table panels ;
• 01 office for the supervisor ;
• 01 user manual.

-  Computer cabling ;

-  interconnection with every telecommunications operator ;

-  user training.

The technical features of the equipment are detailed in document 5 (description of the supply) of this Tender File.     

The estimated cost of the operation at the end of the feasibility studies is ninety million (90,000,000) CFAF.

Participation in this invitation to tender is opened to call centre service providers subject to Cameroonian legislation.

The services relating to this call to tender shall be funded by the budget of TRB, 2017 fiscal year on the budget allocation line 222310 “computer, network and software equipment”.

The maximum deadline set by the contracting authority to carry out the services under this invitation to tender is two (02) months.

Each bidder must include in his administrative documents, a bid bond of one million eight hundred thousand (1,800,000) CFAF issued by a first class bank approved by the Ministry of Finance and whose name appear in document 11 of the tender file. It will become valid from the latest date of submission of bids and will remain applicable

The bid bond shall be valid for thirty (30) days from the date of submission of bids.

Under penalty of rejection, the required documents of the administrative dossier must be produced in originals or copies certified by the issuing service or a competent administrative authority, in accordance with the stipulations of the Special Tender Regulations. They must be dated less than three (03) months or have been established after the signing date of the tender notice

Any incomplete offer according to the requirements of the Tender Dossier will be declared inadmissible, namely the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance or non-compliance with the Tender models will result in outright rejection of the offer without any recourse

The bids will be opened during a single session.

The opening of administrative documents and that of technical and financial proposals will take place on 16^th May 2017 .at 1:00pm, local time, by the Internal Tender Commission of TRB in the conference room of TRB Head Office building at Nouvelle route Bastos.

Only bidders or their duly authorized representatives having sound knowledge of the file can attend the opening session.

14.1.  Eliminatory criteria 

• Incomplete administrative file ;
• False declaration;
• Forged document ;
• Lack of warranty document ≥ one year;
• Compliance with the technical specifications below 75% of yes;
• Financial capacity of the service provider < 70 million CFAF;
• Technical score less than 75% of yes.

14.2.  Essential criteria

 Essential criteria will be evaluated following the binary system attributing a positive value (Yes) or a negative value (No):

a)  Presentation of bids ;

b)  References of the bidder for similar services ;

c)  Organization, planning and delivery deadline;

d)  Technical documentation of the equipment proposed;

e)  Training to the operation and maintenance;

f)   Conformity to the technical specifications following the description of the supplies;

g)  Condition of acceptance of contract’s provisions;

h)  After sales service.

The Contract shall be awarded to the bidder offering the lowest evaluated bid and obtaining the minimum technical score of 75% of yes.

The Bidders shall be bound by their tenders for ninety (90) days from the deadline for the submission of tenders
