The Director of NASPW hereby issues an Open National Invitation to Tender for the control of the construction of an administrative building (Phase V) within his institution.

The works shall comprise especially:

-          The direction of the execution of works contract;

-          The organization, the piloting and the coordination of the building site; 

-          Assistance with commissioning.

Drafted in English or French, in six (6) copies including one (1) original and five (5) copies marked as such, tenders shall reach the Secretariat of the Project Owner at NASPW Yaounde no later than 02^nd May 2017 at 12 noon, local time. They shall bear the following:

The maximum execution deadline provided for by the Contracting Authority shall be six (06) months.

Each tender shall include a bid bond issued by a first rate bank approved by the Ministry in charge of Finance (see list on document 11 of the Tender File). The bid bond shall stand at eight hundred and eighty thousand (880 000) CFA F. The provisional guarantee shall be valid up to thirty (30) days beyond the tender validity.

Lest they be rejected, only the originals or true copies (certified by the issuing services or administrative authorities) of required administrative documents shall be submitted, in keeping with the provisions of the Special Tender Regulations.

Failure to comply with the provisions of this notice and of the Tender File shall lead to tender rejection. In particular, the absence of a bid bond issued by a first rate bank approved by the Ministry in charge of Finance or non-respect of the tender file models shall disqualify the tender concerned.

Tenders shall be opened in two stages. The administrative and technical files shall be opened on 02^nd may 2017 at 1p.m. prompt, by the NASPW Tenders Board, in the room of reading of the library at the National Advanced School of Public Works, Yaounde.

Only tenderers may attend this session or each have themselves represented by someone of their choice.

-          Forged documents or false declarations;

-          Incomplete or non-complying administrative documents;

-          Civil engineer not enrolled in the National Order of Civil Engineers;

-          Architect not enrolled in the National Order of Architects;

-          Copies of certificates not certified;

-          Past failure to execute a similar contract or ongoing litigation with NASPW Yaounde;

-          Technical proposal scoring less than 70 out of 100 points.

12.-  Main evaluation Criteria:

            Contractor evaluation criteria shall be evaluated out of 100 points as follows:
