Within the framework of the Public Investment Budget 2017, the Regional Delegate of Public Contracts for the South West Region, Contracting Authority, hereby iaunches an Open National Invitation to Tender on behalf of the Minister of Public Works Project Owner, FOR THE REHABILITATION OF SOME RURAL ROADS IN THE SOUTH WEST REGION (2017 FINANCIAL YEAR) LOT 3-SW/17 as follows:

The works comprise the following: Site installation, Clearing,

• Deforestation,
• Tree felling,
• Fill from borrow pit,
• Road profiling and ditches,
• Grading,
• Cleaning of ditches Creation of gutters,
• Creation of offshoots,
• Putting in place of metallic culverts,
• Construction of culvert heads,
• Construction of stone abutment
• Concreting of bridge slabs, Put in place of I-beams,
• Construction of concrete box culvert and heads, Bulldozing.

The tender is open to duly Iegalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the Secretariat of the Regional Delegation of Public Contracts for the South West — Buea, room 01, against a receipt not later than25/04/2017  at 9 a.m., local time in three (03) distinct envelops which shall be labelled asfollows:

• Envelop A: Administrative documents;
• Envelop B: Technical offer;
• Envelop C: Financial offer.

These three (03) envelops will be put in a fourth one which shall be labelled imperatively as follows:

The maximum period provided for the execution of the works by the Authorising Officer is fixed at: Five (05) months.

Each bidder must include in hisfher administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of:

with a validity period of ninety (90) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

The bids shah be opened in a single (01) phase on the 25/04/2017  at 10 a time by the South West Regional Tenders' Board at the Regional Delegation of Public C Conference Hall, at the M1NEPAT Building in the presence of the bidders or duly auth representatives having full knowledge of the file (power of attorney).

ELIMINATORY CRITERIA:

Any bid not meeting with the requirements of the Tender File will be declared inadmissible.

The eliminatory criteria are identified as follows:

• Forged documents in the Tender Files;
• Lack of bid bond or false bid bond;
• Absence of any administrative document
• Absence of attestation of site visit signed by the competent Divisional Deleqate of Public Works.
• Technical score less than 70%;
•  Absence of quantified unit price.

MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates could indicatively be the following.

The non-respect of 70% criteria shall cause the elimination of the bid.

The contract shah( be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
