The services of the control mission involves the supervision and control of the construction works of the haemodialysis centre on the one hand and the supply and installation of haemodialysis equipment on the other hand.
Mission 1 - : Examination of conformity with the project and approval of the execution studies carried and supply programme proposed by hose
Mission 2 -: Management of the execution of works involved, scheduling and coordination of worksites and supplies
Mission 3 -: Follow-up and ensuring that environmental impact conditions are respected Mission 4 -: Assistance during the Acceptance Operations for the both contracts
The estimated cost after preliminary studies is CFA Francs thirty one million nine hundred and sixty fine thousand (31,969,000) including taxes
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities that are not under suspension by the authority in charge of public contracts
Supervision and Control which form the subject of this invitation to tender shall be financed by FEICOM Budget, 2023- 2024 financial year.

The maximum duration of execution provided by the Project Owner for the execution of the service forming the subject of this invitation to tender is ten (10) months including one (01) month for production of the final report.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of six hundred and thirty three thousand nine hundred B and twenty (633,920) CFA francs and valid for thirty (30) days beyond the date of validity of 11 bids.
Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of I the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The bids shall be opened in two phases.
The opening of administrative documents and the technical and financial bids on 17/06/2024 at 11 a.m. o'clock local time by the SOUTH WEST REGIONAL ASSEMBLY Tenders Board situated at SOUTH WEST REGIONAL ASSEMBLY in BUEA.
Only bidders may attend or be represented by a duly mandated person.
The opening of the financial bids shall take place at the end of the technical analysis and shall only concern bidders who obtained the minimum required score of 75% of marks.
- 11. Eliminatory Criteria
They are especially:
- Absence of bid bond,
¨ False declaration or forged document,
- A technical score of less than 70%,
- Enterprise with abandoned project
¨ Absence of quantified unit price.
¨ Absence of an environmentalist
d Essentiel Criteria (Main qualification)
The criteria (assessed in a binary format) relating to the qualification of bidders shall indicatively be on the following:
- Presentation of the bid;
- Experience of the enterprise
- Key personnel/staff to be mobilised; including HASE expert
- Methodological note/organisation of the work site;
- Equipment put at de disposai of the project;
- Financial capacity of 20 million per lot
- Company turnover of 30 000 000fcfa per lot
- Execution deadline (Max 10 months)
The jobbing order shah be awarded to the bidder whose bid is in conformity with the dispositions of I the tender file and on the basis of the lowest bid and technically qualified, in accordance with Article 99(a) of the Public Contracts Code. That is, it shah be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of bids.
