Within the framework of the Execution of the 2024 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR CONSTRUCTION OF A BLOCK OF TWO CLASSROOMS AT GTC BESALI BY EMERGENCY PROCEDURE
The works that are subject of the present tender consist of:

The total estimated cost of each of the lots alter preliminary studies is twenty million (20,000,000) FCFA
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial' capacities who are not under suspension by the authority in charge of public contracts
Works which formed the subject of this invitation to tender shah be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2024 financial year through budget head (imputation) N°. 220140

The maximum execution deadiine of the work shall be 03 (Three) months for each of the lots from thel..• date of notification of Service Order for the commencement of works.
Each 'Ader must include in his/her administrative documents, a bid bond that respects the models of this tende file, issued by a first-rate banking establishment and other financial institutions approved by the Ministry i charge of finance, (see list in document No. 11 of this tender file), and of an amount of Four hundred and twenty thousand (420,000) FCFA for lot1, and four hundred thousand( 400 000) for 1 -2";---V-alid fo-r thirty (30) day beyond the date of validity of bids.

"To be opened only during the Bids Opening Session
The bids,shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, 11 the 17/06--/2024 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall of the Regional Assembly, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
D Evaluation of the technical bids ;
> 3rd Stage: Analyses of the financial bids. The criteria of evaluation shah be as follows: i.
ii. Essential criteria
General Presentation, compliance with the model bid. Methodological approach and relevance of proposed solutions; References of the bidder (experience of at least three (03) years in similar works)(attach proof) Availability of material and essential equipment Experience of key supervisory staff (at least a Senior Civil Engineering Technician or Rural Engineer or equivalence with three (03) years of experience) Company Turnover fifteen Million {15.000.000 FCFA)
- Financial capacity of Twelve Million (12.000.000 FCFA);
- Deadline of execution of three months
A bidder may be awarded bath Lots. The jobbing order per lot shall be awarded to the bidder whose bid is in 1 conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in Z accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
