1.Objet New(Additif)

Within the framework of the 2017 PUBIC INVESTMENT BUDGET, the Divisional Delegate of Public Contracts Manyu, Contracting Authority hereby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE 2017 FOR THE CONSTRUCTION OF THE RESIDENCE OF THE CHIEF MEDICAL OFFICER OF THE INTEGRATED HEALTH CENTER IN MKPOT, Manyu Division, South West Region

2.Consistance des prestations New(Additif)

The works comprise the preliminary studies carried out and the detailed information provided for in the technical specifications and the quantitative estimates.

3.Allotissement New(Additif)

The works are in a single lot as follows:

- FOR THE CONSTRUCTION OF THE RESIDENCE OF THE CHIEF MEDICAL OFFICER OF THE INTEGRATED HEALTH CENTER IN MKPOT,

4.Participation et origine New(Additif)

The tender is open to duly legalized Cameroonian enterprises that fulfil die requirements of invitation to tender.

5.Financement New(Additif)

These projects shall be financed by the relevant credit allocation in the 2017 PUBLIC INVESTMENT BUDGET per the imputations:

6.Consultation du Dossier New(Additif)

The tender file can be consulted and obtained as from the date of publication of this invitation to tender at the Divisional Delegation of Public Contracts Manyu, ARMP and other stake holders (or structures) recognised by the Public Contracts Code. 

The file may be consulted during working hours at the Divisional Delegation of Public Contracts Manyu (Finance Building) as soon as this notice is published.

7.Acquisition du Dossier New(Additif)

The file may be obtained from the Divisional Delegation of Public Contracts Manyu (Finance Building Doors 31 and 37) as soon as this notice is published against payment of the sum of Fifty eight thousand (58 000) CFA francs, payable at the Divisional Treasury Mamfe, or any other state treasury (on or before the last two days to the opening of bids) as a non refundable fee representing the cost of the tender file.

8.Remises des offres New(Additif)

Each bid drafted in Engfish or French in five (05) copies including one original and four (04) copies marked as such, should be submitted against presentation of a receipt at the Divisional Delegation of Public Contracts Manyu flot later than 26/04/2017 at 09.00 am and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum Execution deadline provided for by the Contracting Authority shall be Four (04) months.

10.Recevabilité des Offres New(Additif)

Each bidder must include in his Administrative documents, a bid bond issued by a fast-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document Annex No.6 of the tender file, of an amount of Seven hundred thousand (700 000) CFA francs for a validity period of ninety (90) days from the date of opening.

On pain of being rejected, only originals or Crue copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be flot older than three (3) months preceding the date of submission of offers or may be established alter the signature of the tender notice. Any offer flot in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer.

11.Ouverture des Plis New(Additif)

The offers shall be opened in single phase. The opening of Administrative Offers (Envelope A) shall be on 26/04/2017 at 10 am local time by the Manyu Divisional Tenders Board situated at the Conference Hall of MINEPAT Manyu and, the Technical Offer (Envelope B) and Financial (Envelope C) Offer shall be opened by the Subcommittee for evaluation.

12.Critères d'évaluation New(Additif)
Main eliminatory criteria
Bids shall be rejected when:
  • They lack of any administrative document;
  • False declaration or forged documents;
  • The bids are flot in conformity with the Tender File (bid without the required number of copies, bid with documents mixed up in one envelope, bid that is flot registered in the bidder's register);
  • A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
  • Y The technical offer must have at least 70% yes;

Main qualification criteria

  • Tho criteria relating to the qualification of candidates could indicatively be on the following:
  • General presentation                                                                          Yes/No

  • Experience of supervisory staff                                                         Yes/No

    (The non respect of two (02) criteria shall cause elimination of the offer)
13.Attribution New(Additif)

The contract shall be awarded to the lowest bidder who satisfies the Administrative and Technical dispositions, and a satisfactory financial proposai through bidder's sub detail prices.

14.Durée Validité des Offres New(Additif)

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.

15.Renseignements Complémentaires New(Additif)

Complementatry technical information may be obtained during working hours from the Divisional Delegation of Public Contracts for situated at finance building (TEL 233 341 040 )
