The Mayor of Njimom Council, Contracting Authority, hereby launches an Open National Invitation to tender for the above Works.

The consistency ofthese works is detailed in the "Detailed estimate" and in the "Unit Price List" of each lot.

The works shall be divided into two (02) lots defîned as follow

Participation in this tender shall be open on equal conditions to ail Cameroon-based public works contractors.

Works under this tender shall be fînanced by the PIB 2024 as part ofthe 2024 annual program.

The tender document maybe consultedduring working hours at the Public contract Service OFNjimom Council.

The tender documents may be consulted and obtained at the Njimom Council, Public contract Service upon présentation of an original of a non-refimdable treasury receipt of payment into the Njimom Coimcil Treasury as 32 200 (Thrity-two thousand two hundred ) FCFA.

Each offer Drafted in English or Frenchand in flve (05) copies, including one original and four (04) copies, labelledas such, tender shall be submitted in a sealed envelopeand againsta receiptat the unit of launching of tenders of the internal Commission in charge of Public Contracts situated at the Njimom Council, not later than 14/06/2024 at 09 O'clock They shall bear the following:

The maximum exécution deadline provided for by the Project Owner or Delegated Project Owner for the exécution of the Works subject of this tender is in the table. The overall exécution time fiame indicated above includes the rainy season.
The maximum exécution time frame of the works is with effect ffom the date of notification of the notice to proceed work.

Each bidder must include in his administrative documents, a bid bond issued by a fîrst rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of the board before and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or truecopies certified by the issuing service or an administrative authority (Senior Divisional Ofïicer, Divisional Officer...) in accordance with the Spécial Conditions of the invitation to tender.
They must not be more than three months preceding the original date of submission of bids (3) months or must not have been established after the signing ofthe tender notice.
Any incomplète offer in accordance with the prescriptions ofthis notice and tender file shall be declared inadmissible. Especiallythe absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The administrative documents, the technical and financial proposais shall be openedon 14/06/2024 at 10 O'clock local time, At the Internal Commission in charge of Public Contracts situated at the Njimom Council

Eliminatorv criteria
Bids shall be eliminated according to the following criteria:

• To be under a termination conséquence;
• Failure of satisfying at least 70% ofthe criteria during the technical bid's évaluation;
• Non justification of at least one required référencé ;
• Omission of a quantified price unit in the financial offer ;
• Incomplète Administrative Document ;
• False déclaration, forged or scanned documents;
• Essential criteria

Bids shall be evaluate according to the following criteria:

• The présentation of the offer (02 criteria);
• Supplier's references (05 criteria) ;
• Expérience of supervisory staff (06 criteria) ;
• Material and essential equipment (04 criteria);
• The exécution methodology, the planning, the site's visit report and proposais of exécution (05 criteria);
• The fînancial offer of the candidate (02 criteria).

The contract will be awarded to the bidder with the least offer who acquires the required technical and administrative capacities.

Tenderers shall be bound by their tender for a period ofninety (90) days with effect from the tender-submission deadline.
