Within the framework of the 2017 Public Investment Budget, the Divisional Delegate of Public Contracts Fako, on behalf of the Mayor of Limbe III Council, hereby launches an Open National Invitation to Tender by Emergency rerocedure FOR EXTERNAL WORKS AT BIMBIA IN LIMBE III SUB­DIVISION

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.

The estimated cost after preliminary studies is 35 000 000 (Thirty flue F CFA.

Participation is open to duly legalized Cameroonian enterprises that fulfill ,the requirements of this invitation to tender.

The file may be consulted from Monday to Friday during working hours (7:30am — 3:30pm) at the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is published.

The Tender file may be obtained from the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non­refundable fee of Forty thousand FCFA (40 000), payable at the Municipal Treasury of Limbe III Council.

Each bid drafted in Englil 'or French in seven (07) copies (including the original and six (06) copies marked as such), should reach the office of the Divisional Delegation of Public Çontr acts Fako not later than 02/05/2017 at 09 am and should carry the inscription:

To be opened only during the Bid - opening session"

Any Document poorly drawn-up, not bound as per Article 24 of the Public Contracts Code or not produced in seven (7) Copies shall be rejected.

The maximum deadline Pr^.o^. Vided for by the Project Owner for the execution of the wgrks forming the subject of this invitation to tender is three (03) months.

Each bidder must include in his administrative documents, a bid bond issued• by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is fou9d in document N° 12 of the Tender File, of an amount of 700 000 (Seven hundred thousand) F CFA ancj valid for thirty (30) days beyond the date of validity.

In case a bidder is awarded the contract, the bid bond will only be released on pfesentation of the final bond.

At the risk of being rejected, only originals or certified true copies f_oitii issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc:) of the documents required must imperatively be produced in accordance with the Special Conditions of the Invitation to tender. They must not be older than three (03) months to the date of submission of bids or prior to the publication of the Tender Notice.

Any bid not in conformity with the prescriptions of this notice and tehdèr filé shall be declared inadmissible. Especially the absence of a bid bond issued by a bank approved-by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to ofeight rejection of the bid without appeal.

Main Eliminatory Criteria

• A bid shall be rejected if:                                                                            
• It lacks any Administrative document,
• It has any fake or forged^.document.
• It contains any false information.
• 'The technical score is less thon the minimum required.
• Absence of quantified unit price;
• Noncompliance with the model bid documents;
• Enterprise has any abandoned project.

• Access to credit or other financial sources (10 million francs at least)           Yes / No

NB: The marking scale for bids by award of points is banned in favour of the binary method (Yes or No).

The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions.

Bidders will remain committed to their. bids for ninety (90) days from the ,deadline set for the submission of tenders.
