Withîn the framework of Improving the provision of teoching service, The Mayor of Niimom council, Contracting Authority hereby launches this Open National Invitation to tender in urgency on behalf of the Mayor of Niimom, for the CONSTRUCTION WORK OF ONE BLOCK OF A CLASSROOM IN SOME LOCALITIES (EP FEKOM ET EP FOLAP) IN THE NJIMOM COUNCIL, NOUN DIVISION.

The Works, which are the subject of this open national invitation to tender shall include:
• Preparatory works;
• Earthworks;
• Foundatlon works;
• Elévation of Blocks Works;
• Roofing;
• Lumber and Metalllc works;
• Electricity Works;
• Painting Works;
• VRD;
• Miscellaneous.

Participation in this Invitation to tender shali be open to Cameroonian-based enterprises wîth experlence in the domain.

The Works that are the subject of this invitation to tender shali be financed by the PIB 2024 (MINEBASE and MINEDUB).

The tender file may be consulted during working hours at the Public contract service of the Njimom Council

The tender file may be obtained from the Support Unit of the Launch of Tenders of The Njimom council, following publication of this invitation to tender upon submission of a treasury receipt attesting to the payment of a non-refundable sum of FCFA 34 000 {thirty-four thousand), for each lot, to the council Treasury.

Each bid drafted in English or in French in seven (07) copies including one (1) original and six (06) copies shali be submitted to the Support Unit of the Launch of Tenders of The Niimom council upon publication of this invitation to tender not later than 14/06/2024 at am time deposited against a receipt and shall be labelled :

The deadiine of exécution set by the Contracting Authority shall be three (03) months for any lot including rein period.

Each bidder shali include in his/her administrative file, a provislonal gucrantee issued by a well-established bank, approved by the Ministry in charge of finance and whose lîst features in Document 12 of the Tender File with a validity period of 30 (thirty) days beyond the original date of validîty of bids to the tune of FCFA 340.000 (Three hundred fourty thousand) for each lot.
Any other required administrative documents must be produced as original documents or photocopies certified as authentic by the issuing authority wîthin the last three months or in course of validity, according to the listing provided for in the spécial régulations of the tender, otherwise they shali not be accepted.
Any bid not in compliance with the spécifications of this tender notice and file shali be rejected.
Notably, the absence of the provislonal guarantee issued by a well-establîshed bank approved by the
Ministry in charge of Finance or its non-compliance with the model documents of the tender file shali lead to
outright rejection of the bid.

Under pain of rejection, the administrative documents required, must be produced in originels or true copies certified by the Issuing service or an administrative authority (Senior Divîsional Officer, Divisional Officer...) in accordance with the Spécial Conditions of the invitation to tender.

Bids shali be opened in one phase. The administrative, technical and financlol bids shali be opened on from a.m. local time by the Internai Commission of Public tender of Niimom council.

1- MAIN ELIMINATORY CRITERIA:

1. Administrative file (no compiionce of on administrative file) net completed in 48 h;
2. incomplète financiai file ;
3. False stotements or falsified documents ;
4. Obtain less than 70% of yes on the essentiels crlterla;
5. Omission of a quantify unit price;

2 - MAIN QUALIFICATION CRITERIA

1. The évaluation of technîcal bids based on the essentiel qualification criteria below:
2. Financial Situation (05 yes)
3. References of the company (06 yes);
4. Senior staff of the company(12 yes);
5. Construction equipment to be mobilized(10 yes);
6. Technical proposai (10 yes);
7. Général présentation of the bid (03 yes).

The contract will be awcrded to the tenderer submitting the lov/est bid and meets the necessary technical and administrative capacities.

Bidders shall be bound by their bids for a period of thirty (30) days with effect from the date of opening of bids.
