Within the framework of the Execution of the 2024 investment budget of MINDDEVEL, the Director General of the National School of Local Administration (NASLA) at Buea hereby launches an OPEN NATIONAL INVITATION TO TENDER
NO 04/ONIT/NASLA/NASLA-ITB12024 OF 24105/2024 FOR THE CONSTRUCTION OF THREE (03) BLOCKS OF U CLASSROOMS AT THE NATIONAL SCHOOL OF LOCAL ADMINISTRATION
The works comprise:
Preliminary works and site installation
- first floor- elevation works second floor- elevation works roofing and ceiling works window/door openings works plumbing works
electrical works
The estimated cost after preliminary studies is seven hundred and twelve million (712 000 000) francs CFA allof this invitation to tender is five (05) months per phase Owner for the execution of the works forming the subject
This call for tenders is open to all qualified national companies specialised in the domain of building construction.

The tender file can be consulted during working hours at the Service of Contracts of the National School of Local Administration (NASLA) in Buea, as soon as the tender is published.

Tender documents can be obtained during working hours at the Service of Contracts of the National School of Local Administration (NASLA) in Buea , upon presentation of a receipt of a non-refundable fee of three hundred thousan d (300,000) francs CFA to be paid into the special ARMP account No.. 335 98800001.89 AT BICEC in the name of CAS-ARMP.
Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the Service of Contracts of the National School of Local Administration (NASLA) in Buea against a receipt not Jeter than 19/06/2024 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:
- Envelop A : administrative documentsepiral bound with all pages numbered), Envelop B : technical offer;(spiral bound with all pages numbered),
- Envelop C: financial offer. (Spiral bound with all pages numbered).
These three (03) envelops wilf be put in a fourth one which shall be sealed and labelled imperatively as follows:

The maximum execution timeframe provided by the Project
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File and Each bid shah! be accompanied by a bid security worth of (14 240 000) 2% of the project amount which is valid for Thirty (30) days beyond the date of validity of bills.

Bids shall be opened in the Library in the National School of Local Administration (NASLA) in Buea, on 19/0612024 at 11 am by the National School of Local Administration Tenders Board in the presence of the bidders or their duly authorised representatives.
They are especially:
¨ A technical score of less than 75%,
¨ Absence of quantified unit price,
¨ Must have executed works in the building sector of at least one billion within the last three years.
¨ Absence of a proof of a credit line of at least 300.000.000 CFA F in any recognized bank by the Ministry of Finance.
- Absence of a proof of ownership of at least two dump trucks, Two Pick up and concrete mixer truck of at least 7cubic meter capacity.
- Enterprise not belong to at least Category C of the classification of companies by the Ministry of Public Contracts. li. Essentiel (main qualification) criteria
The criteria (assessed in a binary format) relating to the qualification of bidders shall indicatively be on the following:
- Presentation of the offer
- Experience of the enterprise (enterprise's references in Building construction works);
- Key personnel/staff to be mobilised;
- Methodorogical note/organisation of the work site;
- Equipment put at de disposai of the project;
- Credit line of at least (300 000 000)
- Execution deadline
The contracts shail be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
- Bidders will remain committed to their bids for 90 gays from the deadline set for the submission of bids.
