Within the framework of the FEICOM/Konye Council lnvestment Budget 2017, the Lord Mayor fier Konyc Council, Contracting Authority, hereby through loan from FEICOM launches an Open National Invitation to Tender FOR THE CONSTRUCTION OF A GUEST COMPLEX BEHIND KONYE COUNCIL CHAMBERS IN KONYE TOWN-KONYE SUB DIVISION The works comprise the preliminary studies carried out and the detailed information provided in the technical spécification.
The provisional cost of this project is 261,682,243
The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.
The works which form the subject of this invitation to tender shall be financed by Konye Council via funds from FEICOM of the 2017 financial year Budget Head N° 140-120

The complete tender file may be obtained from the Service of award of Contracts, Konye Council Chambers upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of One Hundred Thousand (100 000)FCFA, at the Council Treasury.
Each bid drafted in English or French in Seven (07) copies including one (01) original and six (06) photocopies marked as such should reach the Service of award of Contracts, Konye Council Chambers, not later than 27/04/2017 at 10 am, local time in three (03) distinct envelops which shall be labelled as follows:

"To be opened only during the bid opening session".
The maximum period providcd for the execution of the works is fixed at Eight (08) months.
Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Banqa ire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of Five Million Two Hundred and Thirty Three Thousand Six Hundred and Forty Five Francs (5,233,645) CFA with a validity period of Ninety (90) days from the date the bids are opened.
Under pain of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the Iast three months, otherwise they shall not be accepted.
Any hid not in compliance with the specifications of this tender notice and file shall be
declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.
The bids shall be opened in a single (01) phase on the 27/04/2017 at 12 noon, local time by the Tender Board of the Contracting Authority in the Conference Hall of the Konye council chambers, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
MAIN ELIMINATORY CRITERIA
Any bid not meeting with the requirements of the Tender File will be declared inadmissible. The eliminatory criteria are identified as follows:
- They lack bid security;
- Non conformity with Tender documents;
- Lack of an attestation of non-exclusion from ARMP
- Unjustified unit pricé sub detail
- Absence of site visit signed by the contractor.

The non-compliance with any two (02) criteria out of the six (06) above shah cause the elimination of the bid.
The contract shall be awarded to the bidder with the best reasonable offer having good financial, technical and administrative files.
Bidders shall bu bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
