Within the framework of the Execution of the 2024 MINISTRY OF PUBLIC WORK INVESTMENT BUDGET, ROAD FUND LINE, the President of the South West Regiona] Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR THE SUPERVISION OF MAINTENANCE WORKS ON THE MUYUKA - MUNYENGE ROAD SECTION IN FAKO DIVI§YON, SOUTH WEST REGION (27 KM) BY EMERGENCY PROCEDURE.
The services comprise of the following;
i. Supervision of execution process
- Overseeing of the execution of works as prescribed in the Special Technical Clause, (STC) and Special Administrative Clauses (SAC).
- Scheduling and piloting of works
ii. Administrative process
- Verification and validation of the execution documents (plans, work schedule, etc).
- Producing and transmitting technical service orders.
- Verification of quantities of works executed by the contractor.
- Organisation and management of site meetings
- Producing site meeting minutes and monthly reports.
- Organisation of acceptance operations
- Ensuring the production of as-built file after provisional acceptance
The estimated cost after preliminary studies is twenty million (20 000 000) CFA francs all taxes inclusive.
The works which are subject of this invitation to tender are grouped into a unique lot.
The Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.
Works which formed the subject of this invitation to tender shall be financed by the MINISTRY OF PUBLIC WORKS INVUSTMENT BUDGET, ROAD FUND LINE.

The tender file may be acquired from the SOUTH WEST REGIONAL ASSEMBLY office at the Last door to the President's cabinet (Tel: 233 32 61 86) as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the regional assembly treasury) bearing the amount of Twenty THOUSAND (20 000) FCFA. Such a receipt shall identify the concerned bidder.
Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should be submitted to the cabinet of the President of Regional Executive Council first floor of Regional Assembly Building not later than 01/07/2024 at 10.00 a.m., local tirne in three (03) distinct envelopes which shall be labelled as follows.:
- Envelop A: Administrative documents;(spiral bound with all pages numbered),
- Envelop 19: Technical offer;(spiral bound with all pages numbered),
- Envelop C: Financial offer. (Spiral bound with all pages numbered).
These three (03) envelops will be put in a fourth one which shall be sealed and labelled imperatively as follows:

SECTION IN FAKO DIVISION, SOUTH WEST REGION (27 KM) BY EMERGENCY PROCEDURE
"Ta be opened only during the bid-opening session"
The maximum execution timeframe provided by the Project Owner for the execution of th' works forming the subject of this invitation to tender is eight (08) months from the date o. notification of service order to start work.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File and Each bid shah be accompanied by a bid security worth of 400 000 FCFA (2% of the project amount) which is valid for thirty (30) days beyond the date of validity.
Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and at that of the successful bidder shall be retained until the required performance guarantee for good execution id provided.
Under penalty of being rejected, only original documents or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation te tender.
They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature og the tender notice.
Any bid not in compliance with the prescriptions of the Tender File shall be deçlared inadmissible. This refers especially te the absence of a bid bond issued by a first-rate bank aproaved by the Minister in charge of Finance.
The offers shah] be opened in a single phase. The administrative, technical and financial bids shall be opened on the 01/07/2024 at 11.00 a.m, local time by the South West Regional Assembly Internai Tender's Board in the conference hall, in the presence 01 duly authorized representative having full knowledge of the file (poweror of arttoney).
The evaluation of bids shall be carried out in three stages:
> lst stage: verification of the presence and conformity of each administrative documents,
> 2nd stage: Evaluation of the technical bids.
> 3rd stage: Analysis of the financial bids.
The criteria of evaluation shall be as follows:
I - Eliminatory criteria
They are especiey:
¨ Absence of bid bond,
¨ False declaration or forged document,
¨ A technical score of less than 70%,
¨ Incomplete administrative documents after 48hrs of bid opening,
¨ Absence of quantified unit price?
- Attestation of categorisation by MINMAP - Category C. for road construction.
11. Essential (main qualification) criteria
The criteria (assessed in a binary format) relating to the qualification of bidders shall indicatively be on the following:
¨ Experience of the enterprise (enterprise's references in similar supervision works);
¨ Key personnel/staff to be mobilised;
- Methodological note/organisation of the work site;
¨ Financial capacity 12 000 000
¨ turnover of 30 000 000 CFA francs)
¨ Execution deadline
The Jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to th bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
