Within the frame work for the exécution of Mogodé Council Budget, the mayor of Mogodé Councii,
Contracting Authority, hereby launched an Open National Invitation to tender for the enhancing of
one Tip-lorry, Mogodé Subdivision; Mayo-Tsanaga Division; Far North Région.

The services to be provided by this contract include enhancing a tip-lorry at Mogodé Council.

The estimated cost of the opération fûllowing prior studies stands at eighty millions (80 00*0 000)
CFA F.

Participation in this tender shall be opened on equal conditions to Cameroon-law contractors with
proven experience in the field of enhancing in général.
By this invitation to tenders, Contractors are invited to give authentic information's in their offers in
other to make a good choice of the Contractors who could realize ail the prestations.

Works which form the subject of this invitation to tender shall be financed by the Budget of
Mogodé Council for the 2017financial year; Budget Head No

The tender documents may be consulted during working hours at the Mogodé Council.

The tender documents may be obtained at the Mogodé Council, Upon présentation of a receipt of

payment into the Mogodé Municipal Treasury of a non-refundabie fee of seventy thousand (70
000) CFA F.
Such a receipt shall identify the payer as representing a consulting firm willing to participate in the
tender.

Drafted in English or French and in septupiicate (7) inciuding one (1) original and six (6) copies
labeled as such, tenders shall be submitted in a sealed envelope and against a receipt at Mogodé

The maximum delivery deadiine provided for by the Project Owner for delivery of the supplies
forming the subject of this tender shall be one month.

Any tender not respecting the séparation mode of the financial offers from the administrative
documents and technical proposais shall be rejected.
Any offer not in keeping with the tender requirements, especially the absence ofthe
provisional guarantee issued. in keeping with the model indicated in the tender file by a first
class banking institution approved by the ministry in charge of finance llsted previously in the
tenders offer document NM2 of an amount of one million and six hundred thousand (1 600
000 CFA FRANCS) and valid for a perlod ofthirty (30) days shall be rejected
Lest they be rejected, shall be submitted only the originels or true copies of the relevant
administrative documents, certified by the issuing service or an administrative authority. dating
less than three (3) months old and valid during the opening session shall be rejected in
conformity with the tender's offer régulations.
They shall be valid in conformity with the régulations of the tender's offer.

Under pain of rejection. the administrative documents required, must be produced in originals or
true copies certified by the issuing service or an administrative authority{Senior Divisional Officer,
Divîsional Officer... )in accordance with the Spécial Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (3) months or
must not have been established after the signing of the tender notice.
Any incomplète offer in accordance with the prescriptions of this notice and tender file
shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank
approved by the Ministry in charge of Finance.

Tenders shall be opened (01) once on the 17/04/2017 at 11 am, in the meeting room of the
Mogodé Council in the presence of bidders or their duly appointed représentatives with perfect
knowledge of the bid they stand for,

Tenders shall be evaluated in three (3) stages:
• Stage 1: Vérification ofeach tender for compliance of the administrative file.
• Stage 2: Technical évaluation of compliant administrative files.
• Stage 3: Vérification of the financial offers of contractors with compliant administrative
and technical files
14-1 :Eliminatorv criteria
14.1.1 : Administrative documents
a) Incomplet or non-complaint documents,
b) Forged or non-authentic document.
14.1.2; Technical proposai
a) Incomplète or non-compiaint documents;
b) False déclaration forged or scanned documents;
c) Tumover during the last three (3) years of less than eighty Millions (80 000 000) CFA F;
d) Failure to show proof of the exécution, as the main contracter, during the last three (3) years
of the enhancing of at least one.
e) Non-existence in the technical proposai of the rubric "planning of delivery ;
f) Failure to meet at least (70%) out of the essential criteria;
14.1.3 Financial offer
a) Incomplète financial offer;
b) Non-compliant documents;
c) Omission of a quantified unit price in the financial offer;
d) Absence of a sub-detailed price.
e) Sub-detail of price mistaken and unrealistic
14.2 Essential criteria
The essential criteria relating to the qualification of candidates could indicatively be on the
following:
• Turnover;
• AvailabHity of spare parts (ifneed be);
• After-sales service;
• Présentation ofbid;
• Access to a crédit or other financial resources( where need be);
• Supplier's references

The mayor of Mogodé Council, Contracting Authority, shall award the contract to the bidder, whose
offer is considered the lowest, in compliance essentially with the prescriptions of the invitation to
tender.

Bidders shall remain bound by their bids for a period of ninety (90) days with effect from the
tender-submission deadiine mentioned above.
