Within the framework of improving infield road condition and crop evacuation in Ndian and Lobe Estates, the General Manager of Pamol Plantations Plc hereby launches an Open National Invitation to Tender for the supply of a Motor Grader and a Light Dump Truck to Pamol Plantations PIc.

The services of this contract comprise notably: (supply of equipment, transportation, handling,setting up and acceptance, as specified in the technical specifications.

The estimated cost after preliminary studies is 195.000.000 (one hundred and ninety-five Million) Francs CFA.

The supplies shall be in a two (02) lots, defined as follows:

• Lot No. 1:    Supply of a Motor Grader150.000.000 (one hundred and fifty Million) Francs CFA
• Lot No. 2:    Supply of a Light Dump Truck 45.000.000 (forty-five million) francs CFA

Participation in this invitation to tender is open to local enterprises with experience in the supply of heavy road machines.

The Supply which comprise the subject of this invitation to tender shall be financed by PAMOL budget 2024.

The file may be consulted during working hours (7:30 a.m. to 4:00 p.m.) at the General Manager's Secretariat as soon as this notice is published

The file may be obtained from the General Manager's Secretariat as soon as this notice is published upon payment of a non-refundable sum of 112.500 (one hundred and twelve Thousand five hundred) Francs CFA for lot 1, and 58.000 (fifty-eight thousand) francs CFA, for Lot 2, payable for the Tender File to ARMP special account No 335 988 00001-89 with BICEC.

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the General Manager's secretariat not later khan 26/07/2024 at 11:00 am local time, and should carry the inscription:

The maximum deadline provided for the delivery of the supplies comprising the subject of this invitation to tender is 90 days from the date of notification of service order to commence

Bidders must include in their administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry of Finance and whose list is found in document No. 12 of the Tender File, of an amount of 3.000.000 (three million) francs CFA for Lot 1 and  900.000 (nine hundred thousand) francs CFA for Lot 2.

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (3) months old or established after the signing of the tender notice.
Any bid not in conformity with the prescriptions of the Tender File shall be declared inadmissible, especially the absence of a bid bond issued by a first-rate bank approved by the Minister of Finance or the non-respect of the models of the tender file documents shail lead to a pure and simple rejection of the bid.

The bids shah be opened in a single phase on 26/07/2024 at 12: 00 noon, focal time by the Pamol Internai Tenders Board situated at Ramai KARATA Junction, Limbe office.
Only bidders may attend or be represented by a duly mandated person

The Evaluation of offers is based on the following:
Eliminatory criteria
Bids shah be rejected when:

• Absence of bid bond,
• They do not have complete and valid administrative documents,
• They do not have complete Technical / Financial Offers,
• They do not conform to the Technical Specifications,
• They have falsified documents,
• They do not show proof of experience in the supply of heavy road machines.
• They do not meet at Ieast four out of five of the essential criteria
• Absence of quantity unit price re Non-compliance with the Tender Notice.
• Absence of prospectus accompanied by Technical specification
• Absence of agreement or authorization from manufacturer where applicable

Essentiel criteria

The non-respect of at least four out of five of the above criteria shall result to the elimination of the offer.

Any bidder with a complete Administrative offer, who meets up with the technical specifications in accordance with the Tender file and with the lowest financial offer shall be awarded the contract.

Bidders will remain committed to their offers for Thirty (30) days from the deadline set for the submission of bids.
