The Divisional Delegate of Public Contracts for the Mfoundi Division, contracting authority, hereby launches an Open National Invitation in emergency procedure an Open National Invitation to tender for the construction of one bow holes with the human motricity pomp in the Mfoundi divisional Delegation of the Minepat. The works, subject of this national invitation to tender comprise in one (01) lot and the provisional amount is 8.500 000FCFA as below

The work under this invitation for Bids include the following transactions whose list is not exhaustive:

° The geo-physical studies and the drilling of the bow holes;

° Drilling of bow holes;

° Installation of the sites, inclusive of all the necessary materials for the bow holes;

° The work at the bow holes and the PMH equipment;

° The development, the pumping, and the pressure tests;

° The super structural works (lightly inclined reinforce con

 crete decking’s, surrounding gutters at the base of the base decking Dry up of the marshy area);

° Dwarf fence wall in blocs of 15x20x40(plastering and putting of a small gate)

Works which form the subject of this invitation to tender are financed by the public

Investment budget of MINEPAT, fiscal year 2017,that the budgetary Imputationis 5194709071100002209.         

Delegate of the Public Contracts for Mfoundi located at Omnisport ,Tel : 22 22 21 82 22; as from publication of this notice upon presentation of a receipt testifying payment of a non-refundable application fee of 15.000FCFA to the public treasury. The receipt must carry on it the number of the tender . Bidders must leave behind their full contact details i.e: post box, telephone or numbers and E-mail.

Documents constituting the offer are divided into three volumes below contained in a closed and sealed envelope including:

° The envelope A containing the administrative documents (Volume1);

° The envelope B containingthe technical offer (Volume 2);

The tenders submitted will be placed in a plain envelope, closed and bearing only the wordsof the Bid in question. Different parts of each bid will be numbered in the order of the tender file and separated by spacers of the same color.

OPEN NATIONAL INVITATION TO TENDER N°004/ONIT/PR/MINPUCO/RDCE/DDM/CDPM/2017 OF13 APRIL 2017 IN THE EMERGENCY PROCEDURE FOR THE CONSTRUCTION OF ONE BOW HOLES WITH THE HUMAN MOTRICITY POMP IN THE NYOM QUARTER IN THE MFOUNDI DIVISION IN THE CENTER REGION.

The maximum execution time provided by the client for completion of the work is three months (03) calendar months. This period of rainy weather and all the various constraints and runs from the date of notification of the Service to begin work,when you sign your contract.

Each bidder shall include in their administrative documents a deposit (in compliance with the model attached) issued by a first- class banking institution approved by the Ministry in

 Charge of Finance and whose bank institution features on the lists, in document 12 of the tender file and valid for thirty (30) days with effect from the tender-validity deadline.

The amount of the deposit is 160.000FCFA. Less they are rejected, only the originals of the other administrative documents or copies there of certified by either the issuing service or an administrative authority shall be accepted, in keeping with the requirements of the special tender regulation.

They must not be older than three (03) months and valid on the day of the tender disclosure. All tenders not in conformity with the tender file shall be declared inadmissible, especially the absence of a bid bond (caution) delivered by a first class bank approved by the Ministry in charge of Finance and valid for 30 days with effect from tender-validity deadline or non-compliance with the format specified in the tender file shall lead to rejection of the tender

Themselves represented by a duly person of their choice (Even in case of joint venture) having a sound knowledge of their file.

Opening of the tenders will be done once on the 10 may at 1.00 Pm prompt by the Center Divisional Tenders Board at the meeting hall of the Center Divisional Delegate of Public Contracts 2^nd floor at Omnisport . Only these persons may attend this opening session or have.

Bid evaluation will consist of three (03) steps:

° Step1: Verification of conformity of the administrative record of each Bidder.

° Step2: Technical Evaluation of bids administratively compliant.

° Step3: Offers Verification of financial resources of companies whose bids were accepted is technically qualified and administratively compliant.

The evaluation criteria are as follows:

1-      Eliminatory criteria

-          Absence or non-compliant administrative file;

-          False declaration or forged document;

-          Absence of sub-detail price;

-          Absence of a quantified unit price from the price schedule;

-          Incomplete application or non-conforming parts;

-          False statement or forged or scanned document;

-          Non possession of a proper drilling workshop;

-          No satisfaction, at least 70% of the essential criteria;

-          Non-existence in the technical offer of the ‘organisation,methodology and planning;

-          Incomplete financial tender;

-          Absence of financial situation or non-access to a line of credit or other financial resources.

2-      Essential criteria

The evaluation of the technical bids will be made on the basis of 33 essential criteria below:

-          Presentation: 02 criteria;

-          Quality of personels:03 criteria

-          Availability of the required equipment: 12 criteria;

-          Methodology:13 criteria;

-          References: 03 criteria.

The Divisional Delegate of Public Contracts for the Mfoundi Division, contracting authorithy will award the contract to the bidder whose offer qualified technically will be the lowest evaluated bid after-audits of its price and is substantially responsive to the Bidding documents of offers.

Bidders will be bound by their tenders for a period of ninety (90) days with effect from the tender-submission deadline.
