The Mayor of BANGOU Municipality, Project Owner, is launching a National Open Call for Tenders for the rehabilitation and maintenance work on the road section "carrefour EEC DEMGUIEU - ecole publique de TCHI TCHI - EEC de BALOUMGOU" in BANGOU Council in emergency procedure.

The rehabilitation and maintenance work on the section of road: "EEC DEMGUIEU - TCHI TCHI public school - EEC BALOUMGOU " in BANGOU Council includes in particular:
earthworks and cleaning ;
pavement works (backfilling, excavation, platform shaping, reprofiling, compaction, installation of a lateritic gravel wearing
course);
sewerage and drainage work (cleaning of culverts, construction of masonry and concrete ditches, installation of metal
culverts);
Construction of a scupper in reinforced concrete 1.5x1 .5;
Signage and safety equipment.

The service relating to this Invitation to tender shall be funded by the budget of the Special Council Support Fund for Mutual assistance (FEICOM) and BANGOU Council, Exercise 2024.

The maximum period provided by the Project Owner for carrying out the work covered by this Call for Tenders is three (03) months from the date of notification ot the service order to begin the services. These deadlines run from the date of notification of the service order to start the work.

Under penalty of rejection, each tenderer must attach to his administrative documents a bid bond drawn up by a bank of first order or an insurance company approved by the. Ministry in charge of Finance with the exception of ZENITHE INSURANCE s:A. (rejected for issuing bonds within the framework of projects- financed by FEICOM, see list 13) and listed in Exhibit 1'2 o ,Jar tenders document for an amount equal to one million five hundred thousand (1,500,000) CFA francs, valid for thi (6~~~~.nd the; deadline for the validity of offers.

Under pain of rejection, the administrative documents required, including a bid bond, should be produced in originals or in certified true copies by competent authorities, in accordance with the stipulations of the General Regulations of the Invitation to tender.
They should be dated not more than three (03) months or should have been established later to the date of signing the Invitation Notice.

The opening of bids, which shall be carried out in one phase, shall take place on,: t\ ~\1 am prompt by the Internal Tenders Board BANGOU COUNCIL in the Conference Room of Town Hall. \~
Only bidders or their duly mandated representatives having perfect knowledge of the file shall be called upon to take part in the opening session.

Eliminatory criteria:
1. absence of an administrative document not rectified within 48 hours;
2. absence of a bid bond or presence of a bid bond issued by ZENITHE INSURANCE S.A. (which is disqualified from issuing bonds for projects financed by FEICOM) at the bid opening;
3. false declaration or falsified document;
4. omission of a quantified unit price frornjhe financial bid;
5. technical score below 70% (at least 30 "YES" out of 42);
6. absence of an attestation of non-abandonment of a site on honor;
7. be on the list of companies prohibited from bidding for public contracts (see Exhibit 14);
8. have been terminated for default during the execution of a project financed by FEICOM (see Exhibit 13);
9. Absence of dated and signed integrity charter (see Exhibit 11) ;
10. Absence of the declaration of commitment to respect environmental clauses (see Exhibit 12).
B. Essential criteria:
1. General presentation of bid;
2. Experience(YES/NO);
3. Personnel(YES/NO);
4. Equipment(YES/NO);
5. Work plan and methodology(YES/NO).
Any submission not having obtained a cumulative percentage of 70% of« YES» shall not have its financial bid examined.

The Contract Authority shall be award the contract at bidder who satisfies the conditions specified at point 34 of RPAO. No bidder may be awarded more one lot.

Bidders shall remain committed by their bid for ninety (90) days with effect from the dead! ission of bids.
