Within the framework of 2024 budgetary exercise, the Mayor of Garoua II Subdivision Council, Contracting Authority, hereby launches in emergency an invitation to tender an Open National Invitation to tender for the Rehabilitation work of road section: YERIMA HALIDOU - DOMICILE ALI GONI, batch 01,350ml, and LAÏNDE - TAKASKO batch 02,330ml in Garoua II Subdivision Council, Benue Division, and North Region.
The works, object of this Notice of consultation, include all the bodies of state envisaged and detailed within the framework of the Quotation Quantitative and Estimative, these services are described in the Cahier de Clauses Specious (CCTP) as follows:
The services of this contract include:
- Installation;
- Cleaning- earth work
- Works, assainissement and drainage ;
- Earth- works hydraulic - work.
The estimated cost of the operation following prior studies stands are the follow, Fifteen Million (15 000 000) CFA F batch 01, Thirty Million (30 000 000) CFA F batch 02
The works of this Open National Invitation to tender consist into two (02) batches:
A bidder must be not the owner more than one batch.
Participation in tendering is open on equal terms to legal Cameroonian companies with technical and financial capabilities to carry out works subject to this tender.
Supplies which form the subject of this invitation to tender shall be financed by the municipality funds, 2024 financial year;
The file may be consulted during working hours at the Garoua II Subdivision Council, Benue Division, and North Region.
The file may be obtained from Secretariat of the Garoua II Subdivision Council, contracting Authority. As this notice is published against payment of a non-refundable sum of forty Thousand CFA francs (40 000) F CFA payable at the Garoua II Council Treasury, or in a public treasury.
Each Offer written in English or French in seven (07) copies, one (01) original and six (06) copies marked as such must be received on 31/07/2024, at 10 am at the secretariat of the Mayor of the Garoua II Subdivision Council.

(FOLLOWING THE EMERGENCY PROCEDURE) ‘‘TO BE OPENED ONLY DURING THE BIDS OPENING SESSION’’
Any offer which is not in conformity with the regulations of the tender documents will be declared inadmissible.
The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be three (03) months per batch.
Each tender must attach to his administrative documents, a tender deposit of 2% of the estimated amount, of per batch, three Hundred Thousand (300 000) CFA F batch 01, six hundred thousand (600 000) CFA F batch 02 drawn up by a first-rate financial institution approved by the Ministry responsible for and listed in Exhibit 12 of the Consultation File and valid for thirty (30) days beyond the date of validity of the offers.
Each bidder must include in his/her administrative documents a bid bond issued by a first rank bank approved by the Ministry in charge of finance featuring on the list in document 12 of the tender file of an amount of per batch, three Hundred Thousand (300 000) CFA F batch 01 , six hundred thousand (600 000) CFA F batch 02, and valid for thirty days (30) beyond the initial date of validity of bids.
Any bid that shall not comply with the specifications of this tender file shall be rejected. In particular, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of Finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid.
Under pain of being rejected without any recourse, the administrative parts and the bid bonds will have to be imperatively produced in originals or certified copies dating no more than three 03 months old.
Bid shall be opened in single phase on the 31/07/2024 at 11 a.m. prompt by the Internal Tender Board at Garoua II Council, in the presence of the bidders or their duly authorized representatives.
The evaluation of the offers will be done in three (03) stages:
- Step 1: Verifying the compliance of each bidder's administrative file;
- Step 2: Technical evaluation of administratively compliant tenders;
- Step 3: Verification of the financial offers of companies whose offers have been recognized technically qualified and administratively compliant.
The evaluation criteria for the tenders are as follows:

• Incomplete or non-compliant offer
• Non-conformance of the submission template
• Absence of a quantified unit price
• Absence of a sub-detail of unit prices;

Essential criteria:
The evaluation of the technical offers will be done by the binary method (yes / no) according to the evaluation grid drawn up on 48 essential criteria attached to the DAO and which takes into account the essential criteria below:
• General presentation of the Offer on 3 criteria;
• The experience of the company's staff on 14 criteria;
• The availability of essential equipment and equipment on 14 criteria;
• Methodology of work on 11 criteria;
• reference and pre-financing capacity on 6 criteria;
Only the Proponents who have obtained 70% of YES (whether 34 per 48) will be qualified for the rest of the procedure and will have their Financial Offer analyzed.
The contract will be awarded to the tender presenting a technical offer in conformity and an evaluated financial offer with the lowest offer.
Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
