Within the framework of the public investment budget, the General Manager of National Institute of Cartography hereby launches an open national invitation to tender for completion of the construction of the fence of National Institute of Cartography (NIC) in Yaoundé.

The works subject of this contract include:

• Preparatory works;

• Foundation;

• Building the wall;

• Sanitation;

• Paint and

• Electricity

The estimated cost of the operation following prior studies stands is 45 000 000 Francs CFA.

The works subject of this tender will be in one (01) lot.

Participation in this invitation to tender is open to

works which form the subject of this invitation to tender shall be financed by the  public Investment budget financial year 2017; Budget Head No.51 19 47 57 31 150 22 1006

Each offer drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach National Institute of Cartography (NIC) not later than………..at  twelve clock’s and should carry the inscription:

 OPEN NATIONAL INVITATION TO TENDER N° 004/ONIT/MINRESI/NIC/ITB/2017 OF 12 APRIL 2017 FOR COMPLETION OF THE CONSTRUCTION URGENT PROCEDURE OF THE FENCE OF THE HEADQUARTERS BUILDING OF NATIONAL INSTITUTE OF CARTOGRAPHY (NIC) IN YAOUNDE

The maximum execution deadline provided for by the Project Owner or Delegated Project Owner for the execution of the works subject of this tender shall be ___three (3)_____months.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of nine hundred thousand (900 000) CFA and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.

They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of:

• a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance;

• a guide plan;

• a certificate of non endeptednem;

• a tax payer card

The bids shall be opened in [single or two] phase(s).

(The opening of all bids is done in a single phase. However, in case of complex supplies, especially those that were the subject of prequalification, the opening can be done in two phases.

The opening of the administrative documents and the technical [and/or] financial offers  on 02 may 2017  at 2 p.m o’clock by the Tenders Board attached to the [Contracting Authority]in the [……..........……….] hall.

Only bidders may attend or be duly represented by a person of their choice.

• Absence of bid bond;

• False declaration or false document;

• Non conformity to the major technical specification;

• Essential criteria less than 70%;

• Absence of unit price quantify;

• Tender model not in conformity;

• Absence of one administrative document.

2. Essential criteria.

• Enterprise references in the similar works;

• Availability of equipment required;

•  Experience of frame workers;

• Technical note and relevant methodology work planning;

• Access of a credit line.

The tender will be awarded to the bidder that will fulfil the technical capacity and financially cheaper

Bidders will remain committed to their offers for ninety (90)from the deadline set for the submission of tenders.
