Within the framework of the execution of the 2024 NASLA Budget, the Director General of NASLA (Contracting authority), hereby launches, by the emergency procedure, an Open National Invitation to Tender N° 07/ONIT1NASLA/NITB/2024 OF N° 07/ONIT/NASLA/NITB/2024 OF 26/07/2024 FOR THE CONFECTION AND SUPPLY OF 500 GRADUATION ROBES AND ACCESSORIES AT THE NATIONAL SCHOOL OF LOCAL ADMINISTRATION (NASLA) AT BUEA
The service consists in the confection supply of 500 graduation robes and accessories at the National School of Local Administration (NASLA).
The total estimated cost of the project after preliminary studies is Twenty-one million (21 000 000) FCFA.
Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities.
The works which form the subject of this invitation to tender shall be financed by: NASLA BUDGET. BUDGETARY LINE: 101T08 610330.
The tender file may be consulted during working hours (7:30 AM-4:30 PM) in NASLA at the Service of Contracts (New archive building), upon publication of this tender notice
The tender file may be acquired from the Service of Contracts (New archive building), of NASLA as soon as this notice is published and upon presentation of a non-refundable receipt bearing the amount of Thirty thousand (30,000) FCFA paid into Account No 335 98800001-89 AT BICEC in the name of CAS-ARMP
Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed pack containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed pack shall bear no information on the enterprise, and should reach the Service of Contracts (New archive building), latest the 20/08/2024 at 10:00 am local time and should carry the inscription:
Envelop A: administrative documents;
Envelop B: technical offer;
Envelop C: financial offer.
These three (03) envelops will be put in a fourth one which shall be labelled imperatively as follows:

The deadline provided by the Project Owner for the execution of the service is Forty five (45) days.
Each bidder must include in his Administrative Documents a bid bond of four hundred and twenty thousand (420 000) FCFA.
This must be issued by a bank recognized by the Ministry of Finance, as specified on Document 11 of this tender file and valid for thirty (30) days beyond the date of validity of bids. Administrative documents must be Iess than three months old and must not be signed after submission of the bids. Only originels or copies certified by the competent administrative authorities (Senior Divisional Officers, Divisional Officer, etc,) including the bid bond, should imperatively be produced. Bids which fail to comply with this requirement will be rejected.
Any bid which does not conform to the prescription of this invitation to tender shall be declared inadmissible. Particularly, the absence of the bid bond.

The non-respect of Seventy (70) % of the above criteria shall cause the elimination of the bid.
15. Award:
The Jobbing order shall be awarded to the lowest bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the public contracts code.

The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
